Position Summary:
This opening is in the Marathon County Conservation, Planning & Zoning Department. Employee in this position administers and enforces the non-metalic mine reclamation code. This employee also assists with other land and water programs in the department, including, but not limited to, comprehensive zoning, shoreland, wetland, flood plain, and Private Onsite Wate Treatment System (POWTS) programs within the department.
Duties & Responsibilities:
- Reviews reclamation plans for compliance with state and county codes. Inspects mine sites to verify accuracy of information contained in the reclamation plans.
- Determines the amount of financial assurance necessary to insure site reclamation if the operator defaults. Determines and collects annual permit fees.
- Conducts regular annual inspections of all mining sites to insure compliance with the terms of the permit and the code. Evaluates the success of mine reclamation and compliance with reclamation plan.
- Conducts special inspections of sites to invesitigate alleged violations; prepares necesssary documentation, enforces ordinance, and , if needed, testifies in court.
- Informs people making applications for permits of the various ordinance requirements as well as providing information to consultants, licensed professionals, and the public.
- Cooperates with various local, state, and federal agencies on proposed, active or reclaimed non-metallic mine sites. Prepares reports and documentation as necessary.
- Provides technical information and assistance to the Board of Adjustment as needed.
- Conducts public hearings. Addresses various governmental units and community groups relative to program responsibilities.
- Assists with admnistration of comprehensive zoning, shoreland/wetland/ flood plain and privat sewage ordinances.
- Responds to questions from the public and governmental officials related to the work of the Conservation, Planning & Zoning Department.
- Develops solutions to work issues that add value for our customers.
- Participates in establishing professional development goals that are supportive of broader County goals.
- Maintains regular and predictable attendance.
- Performs related work as required.
Qualifications:
Bachelor’s degree in a soil science, environmental engineering, natural resources management, land use planning, geography, or a related field, and 3 years related experience; OR equivalent combination of closely related education and work experience. Experience with geographic information systems desirable. Requires possession of a driver’s license and a driving record that meets County standards. Also required is the ability to obtain POWTS Inspector certification and pass the certified soil testers exam within a reasonable time after date of hire.
Knowledge, Skills & Abilities:
- Ability to analyze data including the ability to audit, deduce, assess, conclude, and appraise. Requires discretion in determining and referencing data to established criteria to define consequences and develop alternatives.
- Thorough knowledge of non-metalic mining and conservation best practices.
- Ability to provide guidance, assistance and/or interpretation to others, such as co-workers and the public, on how to apply policies, procedures, and standards to specific situations.
- Ability to utilize a wide variety of reference and descriptive, advisory and /or design data and information such as statutes, procedures, ordinances, technical standards and non-routine correspondence.
- Ability to effectively communicate orally and in writing with other professionals, other County employees, and the public.
- Knowledge of geographic and geological principles.
- Knowledge of land use principles, zoning, wetlands, and floodplains.
- Knowledge of soil science and land and water conservation principles.
- Knowledge and skills using Geographic Information System (GIS) and software.
- Ability to exercise judgment and situational reasoning, applying logic to complex and abstract problems.
- Skill in developing professional relationships with other partner agencies and with CPZ customers.
- Understands the County’s and department’s mission, core values, plans, and priorities for the future.
- Ability to contribute to a positive work culture that fosters excellent customer service and teamwork.
