Building a New Chicago is a ten-year program that will invest over $5 billion in the Chicago Dept. of Water Management (DWM) water and wastewater infrastructure. CTR (a joint venture of CH2M, exp U.S. Services, and Arcadis U.S.) plays a major role in this infrastructure renewal effort by providing program management services to DWM for delivery of its capital improvement program (CIP), a $400M – $450M per year undertaking.
The CTR team touches virtually every aspect of the DWM CIP, as well as providing critical support to the Department’s operations. As part of the CTR program leadership team, this position is a major opportunity for those interested in the challenges of large program delivery, industry-leading GIS application, and leadership in a stimulating and rapidly varying environment.
Position Description
The position has primary responsibility for supervising and directing the GIS development team, identify and implement new technology, interface directly with DWM personnel on GIS matters, and report on GIS tasks to DWM and CTR directors. The position is deadline driven and requires a high degree of organization and leadership to maintain multiple fronts of client interface, cross-discipline coordination, project delivery, and staff development.
Responsibilities of the GIS Group Lead can include the following tasks:
- Interface on at least a daily basis with Client stakeholders for problem resolution, planning and goal setting, and expectation management.
- Supervise a team consisting of developers, cartographers, data managers, analysts and support specialists.
- Manage existing GIS delivery workflow, develop and maintain performance metrics, and pursue opportunities for continuous improvement.
- Promote and ensure a high level of product quality through frequent measurement and evaluation of GIS development review, quality assurance, and quality control procedures; lead by example in this area.
- Lead staff recruitment and hiring process when necessary.
- Daily interaction with the Program Manager and CTR leadership team for program delivery coordination, strategy development and execution, and CTR team well-being.
- Meet with individual departments to define data needs, project requirements, required outputs, and develop applications.
- Manage the purchase and distribution of software licenses.
- Design and update database, applying additional knowledge of spatial feature representations.
- Work with Mobile Device Management team to manage and maintain MDM software.
- Serve as a liaison to DWM for GIS vendors, city agencies, and other utilities working with DWM.
Required Qualifications
- 10 years of experience as a GIS Manager, GIS Coordinator, or similar position with professional level experience in design, development, implementation, and administration of a GIS.
- B.S. or B.A. degree in GIS, Geography, or other science-related field.
- Demonstrated leadership and management of extended teams.
- GISP is highly desirable.
- Proven ability to interface and work effectively with client organizations.
- Commitment to and experience with team and staff development.
- Demonstrated capabilities in multi-variable work flow management: planning, monitoring, and reporting.
- Strong interpersonal and communication skills, both oral and written.

Preferred Qualifications
- Proficiency in the use of ESRI’s ArcGIS desktop and server tools and software.
- Strong capabilities in SQL Server data management, data sourcing, and query understanding.
- Strong understanding of GIS system architecture and workflows.
- Proficiency in administering Microsoft SharePoint.
- Experience creating reports using SQL Server Reporting Services (SSRS) and SAP Crystal Reports.
- Knowledge and experience with the latest ESRI Water and Sewer data models.
- Write reports, business correspondence, and procedure manuals.
