Job Summary:
Under general supervision of the Geographic Information Systems (GIS) Supervisor, provides technical support, technical leadership, decision making, complex problem solving, project management, and coordination to GIS staff and others, in the concepts, principles, and standards of cadastral base mapping, GIS web applications and web services, E911 addressing, and geospatial database development, maintenance and distribution of geospatial databases, mapping, and E911 addressing utilized by the department, enterprise business applications and services, agencies and the general public.
Qualifications:
- Bachelor’s degree from an accredited college or university in geographic information systems or closely related field and two (2) years of experience in a similar position as listed in the work functions OR a combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions
- Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
- Desirable Qualifications:
- GIS Professional (GISP) Certification
Knowledge, Skills & Abilities:
- Knowledge of the concepts and principles of geospatial database management
- Knowledge of surveying techniques and global positioning systems (GPS)
- Knowledge of vector and raster geographic data and relational database management systems
- Knowledge and experience in assigning E911 addressing
- Working knowledge and experience with Esri suite of GIS software at version 10.1.x or above, including ArcGIS Desktop, ArcGIS Server, ArcSDE, ArcGIS Online, ModelBuilder and Python programming
- Working knowledge of data processing theory and programming logic
- Working knowledge of computer aided drafting techniques
- Working knowledge of administering ArcGIS Server to develop and maintain various geospatial Web services
- Skill in the use of Microsoft SQL Server for Enterprise SDE
- Skill in the use of geospatial technologies to foster greater communication, implement standards, operational procedures and increase efficiency
- Skill in the use pf Python language based scripting
- Skill in analytical thinking and problem solving
- Skill in the use of computers and technology including AutoCAD, COGO, and Microsoft Office programs
- Skill in effective communication, including written and verbal
- Ability to conceptualize, analyze, manipulate, extract, and display geospatial data
- Ability to evaluate, problem-solve, debug and generate innovative ideas toward finding solutions for complex processes
- Ability to design, develop and deploy interactive GIS Web applications
- Ability to research, comprehend, problem-solve, draft, and effectively communicate complex land based legal descriptions
- Ability to perform technical research and make recommendations for GIS and CAD technology, products and processes to GIS supervisor
- Ability to effectively multi-task and demonstrate time management
- Ability to work within a team and establish and maintain effective relationships with co-workers, other departments, agencies, jurisdictions, consultants, and federal, state and local officials
Duties & Responsibilities:
- Performs complex mathematical computations, research, interpretation and draft geometry related to cadastral base mapping
- Develops custom interactive GIS Web Maps using ArcGIS Web Application software
- Provides customer service to consultants, developers, the general public and other agencies based upon mapping, GIS geospatial and E911 addressing product development and/or analysis
- Collaborates with department, other departments and outside agencies to develop and maintain GIS geospatial data and applications, and E911 addressing to meet the business needs of the enterprise
- Creates, edits and manages GIS geospatial data utilizing ArcGIS processing models and programming language
- Administers, develops publishes and maintains various GIS geospatial map, image, geodata, and geocode services to the ArcGIS Server to support the department and enterprise business applications and services
- Develops, coordinates, and implements workflow processes, procedural checklists, procedural manuals and business rules for the development, maintenance and distribution of enterprise GIS geospatial data and E911 addressing
- Creates, edits, debugs and manages software programs that execute geoprocessing tasks
- Maintains awareness of spatial database issues pertaining to CAD for GIS software, processes and data sources and provides recommendations to the supervisor
- Creates standard and custom GIS and mapping products for internal and external staff, agencies and the general public
- Provides research, development and implementation procedures and policies to AutoCAD base map, GIS geospatial databases, and E911 addressing for quality control and quality assurance
- Provides GIS geospatial related training and technical guidance to the department, internal and external staff, agencies, and the general public on the implementation and use of GIS geospatial applications and concepts
