Job Summary:
This position encompasses duties which involve the performance of tasks ranging from subtechnical to technical to professional engineering and planning work. Progressing from relatively simple routine and repetitive tasks performed under close supervision to highly responsible and complex technical, supervisory, and/or professional work under general direction.
Duties & Responsibilities:
- Aids the City Surveyor as needed; operates level and total station to establish elevation along center line of survey to set grade stakes and bench marks; makes necessary mathematical calculations for grade, etc.
- Plots survey notes to scale showing alignment to topography and profile.
- Prepares drawings for records after construction from field notes.
- Responsible for the maintenance of office and field records.
- Prepares and updates maps of various scales.
- Prepares special graphs charts and tables in forms suitable for reproduction and use in presentations for the Common Council, Committee meetings and various public hearings and meetings.
- Performs drafting and/or mapping of non-routine nature.
- Inspects work performed by crews and/or contractors during construction for storm sewers, sump pump laterals, streets, utility trench excavation, sidewalks and other special projects.
- Ensures that contractors adhere to all ordinances, resolutions and specifications and takes appropriate action in instances of non-compliance including issuing citations.
- Investigates construction defects and prepares related reports.
- Maintains records of construction cost and special assessment billing.
- Prepares construction materials for testing.
- Researches records for information for public including deeds for property owners, zoning and city limit information.
- Codes and files engineering reference materials.
- Utilizes computers in various aspects of engineering, mapping and drafting work.
- Operates print machine.
- Assists engineers and planners in various projects activities in the office and field.
- Inspects soil erosion control measures performed by contractors during construction of residential, commercial and industrial buildings in public right-of-ways and coordinates with Stormwater Utility soil erosion specialist.
- Researches and prepares reports involving census data.
- Meets and resolves problems of citizens within areas of expertise.
- May be required to assist in snow and ice removal activities.
- Performs other related duties as required to meet the needs of the department and City.
Requirements:
Education,Training & Experience:
- One (1) year of high school algebra and one year of high school trigonometry, or one semester of each at the college level;
- Supplemented by one (1) year of experience in computer aided drafting, or one additional year of satisfactory experience as an Engineering Technician I, or an Associate’s degree in drafting, surveying or Geographic Information Systems (GIS);
- Supplemented by a satisfactory performance evaluation by the Department Head (if internal candidate);
- Or, an equivalent combination of training, experience, and education.
Knowledge, Skills & Abilities:
- Ability to learn City of Kenosha construction standards and specifications.
- Knowledge of drafting, surveying and/or Geographic Information System (GIS).
- Knowledge of photography.
- Knowledge of computers, including the following programs: GIS, MicroStation, Excel, and PowerPoint.
- Skill in public works construction, inspection techniques and practices.
- Skill at presentation drawing, including the ability to letter at large scale.
- Skill in construction surveying and staking.
- Skill in presentation material preparation, which includes video taping, video editing, script writing, photography, drawing, artwork, PowerPoint and computer graphics.
- Ability to operate mobile devices, such as tablets.
- Ability to handle reasonably necessary stress.
