The GIS Manager performs a wide variety of routine to complex technical functions including the design, analysis, development, implementation, coordination, maintenance and support of the City’s Geographic Information System (GIS).
Job Duties:
The following are normal for the position but shall not be construed as exclusive or inclusive. Other related duties may be required and assigned.
- Design, develop and update GIS databases, maps and layers using hard copy maps, digital data conversion, survey and GPS; enter GIS data, perform data validations and create associated documentation.
- Perform long-range GIS planning, forecast and analyze system needs.
- Analyze user needs, translate needs into GIS terms and implement solutions.
- Develop and maintain GIS processes and guidelines, ensuring compliance with applicable federal, state and local laws, codes and regulations as well as industry best practices.
- Make recommendations for and coordinate the integration of GIS with other City functions and/or databases; identify technical, functional, process and data optimization opportunities.
- Perform data analysis on spatial and tabular data to produce reports, maps, graphs and charts as requested by management, user departments and external agencies.
- Coordinate and collaborate with various departments to ensure citywide GIS goals are met; make recommendations to city staff and provide information to internal and external customers; educates users on capabilities of GIS systems and their application.
Minimum Requirements:
- Bachelor’s Degree in Computer Science, Management Information Systems, GIS, Geography, Engineering or a closely related field.
- 5-7 years of professional experience in the analysis, development and implementation of complex GIS programming systems performing all steps of the development life cycle (i.e., determining requirements, design conceptualization, detail design, development, testing and implementation) preferred.
- Valid Driver’s License.
Additional Qualifications:
- GISP certification strongly preferred.
- Working knowledge of programming and scripting language such as SQL, TSQL and python using ArcPy; knowledge of mapping principles and Global Positioning Survey (GPS) equipment and operations.
- Understanding of surveying and cartography theories and principles.
- Database management and design experience.
- Proficiency in Microsoft Office programs (Word, Excel, Outlook).
- Knowledge of applicable programming and scripting language.
