Job Summary:

This position is part of the Council’s Environmental Services Division and Technical Services Team.  Metropolitan Council Environmental Services operates and maintains 600 miles of regional sewers serving over a hundred communities in the metropolitan area.  MCES collects and treats 250 million gallons of wastewater a day at eight treatment plants, collaborates with other agencies and local governments to protect the region’s water resources, and ensures sufficient sewer capacity to serve planned development.  Technical Services provide engineering, planning, community outreach; drafting and records services; and construction services that support the Metropolitan Council Environmental Services capital improvement program and support facility operations.

Duties:

  • Maintain and update layers in the GIS database
  • Digitalizes data, reviews data for completeness and data/spatial accuracy
  • Conducts research utilizing automated tools or queries to obtain and correct missing or incorrect data
  • Loads data into GIS database and updates data on a scheduled basis.
  • Verifies incorporation of data on maps
  • Provide support of tablet hardware, support mobile applications and develop application for field data collection
  • Develop reports from mobile applications, safety forms, and inspection reports
  • Uses software tools for maintaining GIS maps on Council Web pages

Qualifications:

Required
  • Bachelor’s degree in GIS, Cartography, Geography or closely related field AND one (1) year GIS experience using ArcGIS. Required: Driver’s License.

Preferred

  • Skilled in the use of  ESRI / ArcGIS 10.x
  • At least six or more months of knowledge and experience with of basic GIS geodatabase structure, metadata, statistical processing methods
  • At least six or more months of knowledge and experience with Story Map design
  • At least six or more months of knowledge and experience interpreting utility infrastructure systems
  • Ability to work across multiple divisions and a diverse workforce
Knowledge, Skills, and Abilities:
  • Understanding of GIS tools, models, and scripting. Examples: Model Builder, Python
  • Knowledge of geospatial data collection such as geocoding, digitalizing or processing of source data to efficiently and accurately work with minimum supervision
  • Ability to take initiative to ask questions and work with limited supervision
  • Ability to assess data and product accuracy to meet end user needs and withstand scrutiny
  • Ability to produce high quality and accurate data
  • Knowledge of the Twin Cities Regional geography or able to learn sufficient to quickly collect, process and error check data and map products
  • Knowledge and experience with GIS web services
  • Excellent interpersonal skills, including strong verbal and written communication
  • Ability to work both independently and on team assignments
  • Excellent time management skills with ability to prioritize work
