GIS Manager

Job Summary & Duties:

Reporting to the Department Head, System Performance and Data, the GIS Manager, supervises staff and manages the collection, integration, and analysis of asset management, customer survey, origin-destination survey, parking, ridership, and train operations data into Geographic Information Systems (GIS) and other applicable data storage formats. Collaborates with other departments in structuring and managing databases and the development of data sets and mapping applications. Produces maps, mapping services, and other geographic analysis to support Strategic Capital Planning and capital programming efforts. Establish processes, procedures, and guidelines for the creation and maintenance of data structures to support GIS functions and data sets required for federal asset management and Title VI purposes. Establish data mining standards and integrate streams of data to report and enhance mapping applications. Assign, supervise, and review the work of staff conducting surveys, analyzing data, and creating GIS maps. May also perform data-gathering and field work. Oversee and coordinate efforts with other departments to analyze data using GIS tools. Manage the completion of the annual parking fee analysis by system, lines, and zones and coordinate with the appropriate department to update parking fee data. Conduct geographic analysis and produce various reports and maps as requested.  Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow.  Perform other related duties as assigned to meet the ongoing needs of the organization.

Qualifications:

Required

• Bachelor’s Degree in Cartography, Geography, Geographic Information Systems (GIS), Statistics, Transportation Planning, Urban or Regional Planning, Public Administration or a related field with emphasis on GIS and cartography.
• In addition to 1 above, must have five (5) years of GIS experience including ESRI geodatabase design, structure, management and data collection, data manipulation, joining/linking of related data, and data analysis.
• Considerable knowledge of Esri ArcGIS 10.x for Desktop, and ArcGIS Online.
• Considerable knowledge of database management systems such as Oracle or SQL Server.
• Considerable knowledge of data management practices and data organizational structures.
• Proficiency using Microsoft Office with emphasis in Excel and Access.
• Excellent oral and written communication skills.
• Ability to work effectively both as a team member and independently.
• Ability to stand, walk, and/or sit, for extended periods of time.
• Hearing/Visual acuity, far/near, depth perception, field of vision, color vision.
• Must be willing to travel within and outside of Metra’s 6-county region.

Preferred

• Experience using JSON, Python, and R.
• Experience developing and maintaining enterprise geodatabases, web map services, caching, configuring and publishing web map applications.
• Supervisory or project management experience.
• Familiarity with asset management in the transportation infrastructure and/or transit operations field.
• Familiarity with the Chicagoland region, including transit lines, community locations, and land-use patterns.
• Familiarity with transportation policy issues and bureaucratic procedures, including understanding of the working methodology among federal, state, and local or regional transit agencies.
