GIS Support

Job Summary:

This position exists to coordinate, facilitate and expedite the development and implementation of Geographic Information Systems (GIS).  The position will be responsible for preparing and providing business data to MnDOT leadership and functional areas within MnDOT, facilitating GIS mapping, serving as a project manager/liaison to the Offices and Districts for all aspects of GIS Support, including coordinating GIS needs, end user support (including high-end users), business process support and promoting GIS use throughout the Department.  The incumbent will analyze spatial data needs and recommend processes for business areas which may have little previous spatial data precedents.  They will build new and improve existing workflow processes which will create efficiencies and eliminate redundancy.  They will coordinate these workflows within MnDOT offices and support communication between all the Districts and functional areas to develop unified approaches and applications MnDOT-wide.  They will generate and configure complex reports and reporting tools, such as graphs or maps, to improve daily planning, maintenance, and operations through the implementation of GIS.  They will need to understand the long-term implications of these decisions and help implement Quality Assurance functions.  They will help business areas implement data governance policies and improve their use and maintenance of data as well as to help guide the technical development, troubleshooting and improvement of GIS functions within the functional areas at MnDOT. A core responsibility of this position is to prepare, document, and deliver GIS training to MnDOT employees and determine GIS training needs at MnDOT.

Qualifications:

Required

A Bachelor’s Degree in Geography, Geographic Information Systems, Computer Science or a related field AND two (2) years professional experience OR three (3) years professional experience that demonstrates the following:

• Experience in cartographic principles and production such as layout standards, annotations, pdf manipulation and online mapping;
• Experience in data interpretation, conversion and management;
• Knowledge of and skill in creating/soliciting, processing, analyzing and managing spatial data and corresponding metadata.
• Experience in preparing, documenting and delivering  training in introductory GIS procedures; and
• Knowledge of data analysis principles and techniques.

Preferred

• Demonstrated strong working knowledge of advanced GIS techniques including spatial and network analysis and of the various ArcGIS Extensions;
• Demonstrated strong working knowledge of relational database management, and data governance including data modeling and familiarity with field structures and definitions;
• Demonstrated knowledge of structured query language (SQL), statistical operations, raster modeling, and model builder;
• Demonstrated knowledge of Versioned Data, Topology, and Data Domains;
• Knowledge of LIDAR, TIN, and DEM data and raster modeling grids, ability to write scripts in Python and/or KML
