Job Summary:

This is advanced level professional work in the development and support of a GIS-centric asset management system for the City’s sewer and stormwater utilities. This level is characterized by responsibility for the development and implementation of automated systems, major system components and support. Work may involve some leadership responsibility on specific projects. Work is performed under the general supervision of the Deputy Division Manager and involves the exercise of considerable independent judgment and product development.

Duties:

Asset Management System Administration:
  • Oversee the development and implementation of GIS-centric asset management program, which incorporates a computerized Cityworks Asset Management System and ArcGIS.
  • Perform business analysis, configuration, testing and training.
  • Develop and maintain reports using SSRS and/or Crystal Reports.
  • Create, modify and enhance GIS data schema to support Cityworks functionality.
  • Maintain related databases and integrations.
  • Oversee and manage the development, implementation, and maintenance of pipeline and structure asset physical attributes, condition assessment data collection and integration with GIS and Cityworks.
  • Develop procedural and other user documentation, manuals, forms, and supporting materials.
  • Provide training and support services in the use of laptops, tablets, GPS units, and other mobile devices as they relate to Cityworks and ArcGIS to meet operational needs.
  • Coordinate and support Sewer Utility Asset Management Team. Work with team members to identify asset inventory gaps and needs. Develop and implement enhancements to Cityworks and GIS to address gaps and needs.
ArcGIS Programming and Analysis:
  • Work with ESRI ArcGIS Desktop 10.x and ArcGIS Pro suite of GIS applications.
  • Produce maps and figures.
  • Perform GIS analysis.
  • Develop and maintain spatial data schemas, including coordination of schema changes among multiple project stakeholders.
  • Develop tools to enhance CAD/GIS Interoperability and ArcGIS functionality.
  • Author and edit geoprocessing scripts and tools with Python, FME and/or Model-Builder.
  • Collaborate with project teams in developing approaches to improve data collection, management and delivery methods.
  • Maintain up-to-date working knowledge of geospatial technologies and state of the art practices.
Other IT Responsibilities:
  • Perform maintenance and support of specialized applications used by Engineering Operations (i.e. Pipelogix, Flow Link, etc.)
  • Provide maintenance and support of existing MS Access databases and oversee the conversion to SQL.
  • Develop and maintain technical expertise in areas of GIS, CMMS and EAM systems and relational databases. Collaborate and coordinate with other Engineering sections and City agencies on best practices.
  • Perform other related duties as required.

Qualifications:

GIS/Asset Management (IT) Specialist 2:
  • Four (4) years of professional experience in GIS, Asset Management and/or Computerized Maintenance Management Systems development. Such experience would normally be gained following completion of an Associate’s Degree in GIS, computer science or a related field or
  • Two (2) years of professional experience in GIS, Asset Management and/or Computerized Maintenance Management Systems development. Such experience would normally be gained following completion of  a four (4) year degree from an accredited college or university in GIS, computer science or a related field or
  • One (1) year of professional experience in GIS, Asset Management and/or Computerized Maintenance Management Systems development. Such experience would normally be  gained following completion of a master’s degree in GIS, computer science or a related field.
GIS/Asset Management (IT) Specialist 3:
  • Six (6) years of professional experience in GIS, Asset Management and/or Computerized Maintenance Management Systems development. Such experience would normally be gained following completion of an Associate’s Degree in GIS, computer science or related field or
  • Four (4) years of professional experience in GIS, Asset Management and/or Computerized Maintenance Management Systems development. Such experience would normally be gained following completion of a four (4) year degree from an accredited college or university in GIS, computer science or a related field or
  • Three (3) year of professional experience in GIS, Asset Management and/or Computerized Maintenance Management Systems development. Such experience would normally be  gained following completion of a master’s degree in GIS, computer science or a related field.
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

At least four (4) years experience in applying the following:

  • A variety of software development tools and techniques including geographic information system software (ESRI, ArcGIS, Desktop, Pro and Server), SQL and relational databases, Python scripting, Extract Transform Load tools (FME, SSIS) and other ArcGIS automation tools such as Model Builder and
  • Desktop, server, and browser-based computer system technology (hardware and software) and its effective application and
  • Computer system design and business process analysis and
At least two (2) years experience in applying the following:
  • Asset management and computerized maintenance management systems (Cityworks AMS/PLL, Accela Automation, Infor EAM/Public Sector, Maximo, EnerGov, Computronix) and reporting tools (SSRS and Crystal Reports) and
  • Management information system networking considerations and
Familiarity with the following:
  • Project management techniques, practices, and principles.
