Job Summary:
The Department of Community & Economic Development is seeking a Planner I to perform beginning level professional planning work. This position specializes in physical and site planning, urban design, and engineering studies.
The ideal candidate will possess strong interpersonal communication and organizational skills.
Duties:
- Reviews and distributes all preliminary and final subdivision plats and certified survey maps for approval.
- Updates and maintains the City’s GIS parcel data and other related City actions.
- Serves as a member of the site plan review team that reviews and approves all commercial building site plans. Assists in the development of site plan proposals. Performs site plan compliance checks as needed.
- Designs future street patterns for developing areas.
- Administers procedures for reviewing requests for vacating streets, alleys, right of ways and easements. Reviews and approves street name changes or new street names. Reviews and recommends changes or additions to the City’s official map for changes made in street patterns. Assists the Zoning Administrator in re-zonings where appropriate.
- Prepares and presents professional reports pertaining to the Plan Commission and the public.
- Coordinates planning projects, such as area expansion projects.
- Prepares and presents reports and maps related to special projects.
Qualifications:
- Good knowledge of the principles, techniques, and objectives of professional planning. Knowledge of computer mapping. Knowledge of federal and state statutes. Working knowledge of basic statistical methods. Working knowledge of basic principles of drafting, surveying, road design, traffic flow, soil types, soil erosion, water flow, and floodplain. Working knowledge of GIS, AutoCAD, and Adobe.
- Working skill in the application of principles and practices of community planning. Working skill in the performance of statistical calculations and analysis. Working skill in the collection, analysis and interpretation of data pertaining to planning and zoning. Working skill in preparing clear and concise written and oral reports. Working skill in producing graphics and maps. Working skill in performing mathematical computations and analysis.
- Good ability to provide customer service by effectively communicating with others, both orally and in writing. Ability to compile and analyze technical and statistical information. Ability to utilize a computer and the required software. Ability to establish and maintain effective working relationships with the staff and the general public. Ability to prepare and present technical information clearly to large groups and the public. Ability to read blueprints and maps. Ability to work the required hours of the position.
- Bachelor’s Degree in Urban or Regional Planning, Landscape Architecture, Civil Engineering or closely related field.
- Experience with GIS and or AutoCAD, and Adobe.
- Valid driver’s license and good driving record.
A combination of equivalent experience and/or education may be considered.
