Job Summary

We have an immediate need for a GIS Specialist/Project Manager to join our team. The position can be located in Arlington, VA; Chicago, IL; Oakland, CA; Morrisville, NC; Dallas TX; Kansas City, MO; or Atlanta, GA.

Job duties could include, but are not limited to the descriptions in the tiers below. Applicants can satisfy one tier or more than one tier based on relevant background and experience.

Tier 1 – Subject Matter Expert

Subject Matter Experts are responsible to relay client needs and industry trends to Subject Matter Delivery Leads and project staff, and:

  • Aware of Program Objectives, possibly through active participation in current Communities of Practice (CoP) or Integrated Project Teams (IPTs)
  • Hold all-hands meetings with applicable domain staff to discuss program vision, new standards, industry trends, conferences/abstracts
  • Maintain coordination with team of Tier 2 Subject Matter Delivery Leads, who will assist with internal delivery management, supported by senior managers for Capability and Capacity, Quality and other Sr. Management team members as applicable.
  • Determine an appropriate number and organization of sub-domains, based on vision of client.
  • Coordinate with Capability and Capacity manager to determine appropriate skill sets related to domain.
  • Develop consistency across Regional approaches to domain, documenting where regional approaches differ.
  • Develop and review Domain-related risks with Risk Manager
  • Determine attendance at project meetings, industry meetings, conferences to remain up to speed on stakeholder concerns

Tier 2 – Subject Matter Delivery Lead

Subject Matter Delivery Leads are responsible for planning and monitoring workload and resources that support delivery of the technical domains.

  • Coordinate SOP review for scope elements within their domain or sub-domains, prior to proposal preparation
  • Coordinate Technical Approach review at proposal and project kickoff stage for domain and/or sub-domains.
  • Perform or coordinate review of 3rd party data related to domain to determine applicability and usability for project scope/deliverables.
  • Training review and implementation, to include determination of frequency of training offerings for staff to stay informed of latest tools, techniques, and client vision
  • Provide feedback to Technology Manager regarding tools and other needs
  • Lead working groups via a social/virtual network of staff to promote knowledge sharing
  • Assist scheduling and workload planning
  • Maintain a focus on celebrating and promoting the best and brightest technical staff
  • Determine if additional sub-domains are needed
  • Develop and maintain Domain and sub-domain-related risks with Risk Manager

Minimum Requirements

  • 8 years of professional experience
  • Eligible candidates will have a Bachelor’s Degree in geography, science, or similar field, a career focus in water resources
  • GIS Professional
  • Due to the nature of the work, U.S. Citizenship or Permanent Resident Card required

  • Certified Floodplain Manager Certification
  • Project Management Professional Certification
  • Professional Land Surveyor
  • Knowledge of related industry tools and platforms
  • Desire to show ownership and accountability of products within the domain
