Position Summary  

This position is responsible for the statutory responsibilities required by the State of Wisconsin for the Public Land Survey System.

Essential Functions

  • Execute all surveys required by the county or by any court.
  • Performs a technical review on all surveys and subdivisions in the County.  Performs quality control measures to ensure statutory and local compliance and exercises approval authority prior to recording. Develop CAD drawing files for County GIS parcel mapping implementation.
  • Provides guidance and interpretation of surveying policies and regulations to both public and private entities as requested.
  • Indexes, files, and preserves field notes and calculations.
  • Surveys and erects witness monuments for all PLSS (Public Land Survey System) corners set within the County.
  • Indexes, scans, and files all surveys submitted to the County Surveyors office.
  • Digitizes and modernizes existing survey records.
  • Perpetuates and resets monuments after construction projects have been completed.
  • Operates GPS real-time system, total station, electronic laser distance machine, theodolite, computers, etc.
  • Meets with other managers, department heads, government officials and others to discuss services and resolve problems related to the legal boundaries of land.
  • Works with appropriate county resources in the preparation of short and long-range goals for surveying needs.
  • Provides back up to zoning staff for POWTS inspections as directed.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of boundary law, legal principles, rules, regulations and practices of land surveying.
  • Knowledge of field surveying principles and practices, theory of measurement and error analysis.
  • Knowledge of Wisconsin state statutes and administrative code that apply to surveying practices.

Knowledge of operating, adjusting and maintaining the various survey equipment required

  • Knowledge of computer aided drafting (CAD) and global positioning system (GPS).
  • Knowledge of administrative policies and procedures of the County.
  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal,State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  • Ability to perform mathematical calculations required of this position.
  • Ability to understand and effectively carry out verbal and written instructions.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  • Ability to handle sensitive interpersonal situations calmly and tactfully.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of open records laws.
  • Ability to work the allocated hours of the position and respond after hours as needed.

Required Education, Experience, Licensing, and Certifications

Surveyor I

  • Bachelor’s Degree in Land Surveying, Cartography, Geodesy, Geography or related degree.
  • Minimum of four (4) years of experience in land information/mapping.
  • Experience or training in geographic information system (GIS).

Surveyor II

  • All requirements of Surveyor I.
  • Current licensed as a Wisconsin Professional Land Surveyor.
