Job Summary
The job duties of the 911 GIS Coordinator include but are not limited to design, maintain and update computer data and GIS management programs, 911 Master Street Address Guide (MSAG) databases and the Uniform Addressing System for use by the Emergency Communications Center and emergency response agencies; and to provide responsive, courteous and efficient service to County residents and the general public.
Duties and Responsibilities
The duties described below are indicative of what the 911 GIS Coordinator might be asked to perform. This job description is to incorporate any county ordinances created for the position of 911 GIS Coordinator. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:
Administrative Functions:
- Responsible for the creation, verification, testing, and maintenance of the personal computer (PC) based 911 database, physical address location database, and the public safety portion of the Chippewa County Geographic Information System (GIS).
- Design and establish the configuration and appearance of the computerized mapping/GIS for the Chippewa County Emergency Communications Center.
- Oversees the 911 database function and quality assurance system to ensure data integrity.
- Design and establish disaster recovery procedures to ensure retrieval on all 911 data.
- Assign all new addresses to the 911 Uniform Addressing System; resolve any discrepancies in the numbering system; assign grid names to street locations.
- Collect sub-meter latitude/longitude Global Positioning System (GPS) data for each driveway location throughout Chippewa County.
- Revise the 911 database and Uniform Addressing System for annexations and notify the appropriate telephone company, municipality, and respective emergency agencies of changes in emergency response service due to the annexations.
- Develop and institute measures to coordinate the placement of the addressing signs (fire numbers, locator signs, and street signs) with the county, municipalities, and townships and enforce a standardized addressing sign placement policy.
- Carry out legislative provisions pertaining to Wireless 911 and Chippewa County to locate 911 callers using wireless telephones, GPS, and location-based technology.
- Design and maintain specific 911, emergency response and law enforcement GIS applications and mapping for the Chippewa County Emergency Communications Center, Emergency Management, and the Sheriff’s Department.
- Prepare 911 related management reports and statistical analysis as necessary.
- Update the 911 Uniform Addressing System paper and digital maps and databases to meet the changing needs of Chippewa County and current improvements in technology.
- Manage the Addressing Supplies portion and assist with the preparation and administration of the overall 911/Uniform Addressing annual budget; attend meetings; make presentations; maintain equipment inventory, maintenance agreements and repair logs; order supplies; prepare invoices; make copies of departmental materials; mail out information as needed.
- Coordinate the construction, verification, maintenance, and problem resolution of the 911 Master Street Address Guide (MSAG). Identify and map the emergency service geographic boundaries and assign the Emergency Service Number (ESN) for 911 routing purposes. Designates the combination of law enforcement, fire and ambulance services via the ESN for each address in Chippewa County.
- Assist with other Emergency Management functions during disasters and local emergencies.
Supervisory Functions:
- Supervise and train Limited Term Employee (LTE), sign installation crew, or intern as needed.
- Provide instructions and training.
Community Relations Functions:
- Provide information regarding the 911 Uniform Addressing System to various county departments and public safety organizations via Chippewa County’s GIS webmapping, website or hardcopy format.
- Establish and maintain a working relationship with wireless telephone providers, public safety agencies, county and municipal officials, and local landline telephone companies involved in the provision of both landline and wireless 911 service.
- Act as the primary point of contact between the county and the 911 service provider to communicate 911 information as needed with all Chippewa County land line and wireless telephone companies, postmasters, townships, municipalities, fire departments, ambulance services, law enforcement agencies, utility companies, as well as the Chippewa County Emergency Communications Center (Dispatch), Sheriff’s Department, and the Planning & Zoning Department.
Qualifications
- Bachelor’s Degree in computer science, GIS, Cartography, Computer Science or related field required.
- Two (2) years of experience with ESRI ArcGIS and Microsoft Access.
- Experience with E911 MSAG database systems or operations preferred.
- Training and experience in mathematics, GIS, CADD, relational databases, word processing, spreadsheets, real-time GPS, and PC’s using MS Windows operating systems is highly desired.
- A cell phone is required.
- A valid driver’s license is required.
