POSITION SUMMARY:
This position designs, implements, and maintains solutions to complex problems involving geographic data and land records to assist with comprehensive, park, land conservation, transportation, and environmental planning projects. This position will prepare maps and apply spatial analysis solutions using GIS spatial data and software for a variety of countywide planning projects; independently gather and prepare data, maps, lists, and other GIS products to support County activities; assist with the maintenance and development of the countywide GIS and land records system; create custom scripts, applications, and web maps and services; manage databases.
ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
- Assist with the development and maintenance of a county wide Geographic Information System.
- Provide information and assistance to abstractors, realtors, surveyors, landowners, taxpayers, local officials and the general public.
- Provide technical assistance to county personnel regarding GIS and spatial data.
- Coordinate with Emergency Communications Center, participating municipalities, affected landowners, related agencies, and the general public regarding the house number address system and the proper assignment of addresses.
- Perform upgrades to the base ArcGIS platform, including, but not limited to, upgrading SQL server, upgrading ArcServer for Enterprise, upgrading Desktop/ArcPro for multiple users.
- Perform complex mathematical land surveying computations using coordinate geometry software and analyze results.
- Edit and update the GIS tax parcel layers using ESRI Parcel Fabric editing procedures.
- Create and publish GIS Services using ArcGIS Server and ArcGIS Online/Portal.
- Automate GIS workflow’s using ArcGIS Model Builder and Python Scripting.
- Optimizes database systems by performing routine maintenance procedures, including, but not limited to, re-indexing, compressing and updating statistics: checks for database integrity; and detect and repairs database corruption.
- Prepare metadata and other documentation related to GIS maintenance procedures.
- Collect spatial data using GPS and traditional survey techniques.
- Gather, collect, analyze, and integrate spatial and tabular data for geographic statistics to incorporate into various applications, documents and reports.
- Assist with developing planning documents by creating maps, tables and charts.
- Design and update spatial databases, applying additional knowledge of spatial feature representations.
- Administer GIS and SQL geodatabases
- Performs other duties as assigned.
Additional Responsibilities for GIS Analyst II
- Planning county-wide enterprise geodatabase architecture and base deployment.
- Build complex ArcGIS/ArcPro (Desktop and Server) applications that interface with GIS web services, enterprise databases, and ArcSDE.
- Create complex custom scripts, applications, and web maps and services .
- Extensive knowledge of ArcGIS Server and SQL.
- Extensive knowledge of Python scripting.
- Some knowledge of Python Programming in relation to ArcGIS and SQL.
- Knowledge of mapping and GIS system principles, practices, techniques and equipment.
- Knowledge in ESRI ArcGIS software including ArcGIS Server, ArcGIS Online, Web Map development, Model Builder.
- General knowledge of the technical aspects of land surveying, real property description and address numbering.
- Knowledge of physical addressing conventions and standards including USPS addressing standards and familiarity with E911, emergency response and law enforcement uses of GIS address data.
- General knowledge of computer information systems, mathematics, and geometry.
- Knowledge of County policies, procedures and practices.
- Ability to establish and maintain effective and professional working relationships with vendors, administration staff, other department heads and governmental officials.
- Considerable knowledge of modern office practices and procedures.
- Ability to maintain accurate and legible notes.
- Ability to analyze and prepare organizational and functional reports from research data.
- Knowledge of the County and department programs and policies.
- Knowledge of the use of a multi-line telephone system.
- Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.
- Ability to operate standard office equipment and perform word processing and/or data entry.
- General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s Degree in GIS, Geography, Planning, Environmental Science, Computer Science, or other related field. Minimum of five (5) years professional work experience in GIS required.
GIS Analyst II
- Bachelor’s Degree in GIS, Geography, Planning, Environmental Science, Computer Science, or other related field.
- Minimum of 10 years professional work experience in GIS required.
- Administration of GIS and SQL Geodatabases Certification required.
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
- Experience or training in SQL
- Experience or training in Introduction of Parcel Mapping
