GENERAL DESCRIPTION:

This is technical support work performed in the Department of Transportation Parking Division. This work involves a variety of activities including: data collection and tabulation, performing providing non-routine information to the public, issuing permits, maintaining parts of the City’s geographic information system (GIS) database, preparing static maps and graphics, accessing and retrieving data from various databases/geodatabases, performing field data collection, georeferencing, digitizing, and other related field and office work. Assignments are received from higher level technical or professional staff, who define the scope of the work/project, provide assistance and guidance, and review the final product.

Movement to the Civil Technician 2 level is based on increased independence and demonstrated ability to perform more complex and/or comprehensive technical support functions, generally after two years as a Civil Technician 1.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Update and maintain the City’s parking assets and records in GIS and other systems.

  • Create and maintain location and attribute information for parking facilities, systems, and assets.
  • Use information from various sources to confirm Parking Division data accuracy.
  • Maintain list and map of addresses ineligible for Residential Parking Permits (RP3).
  • Update database documentation when changes occur.

Assist in providing information about and issuing permits for parking removal, meter hooding, temporary signing, and street occupancy.

  • Provide information about and issue permits for street occupancy
  • Assist the public with temporary signing and meter hooding.
  • Ensure information provided to customers is consistent with and conveyed in a manner consistent to City ordinances, policies, and procedures.
  • Write service requests and communicate with maintenance staff to coordinate temporary parking removal.
  • Perform tasks as needed to support staff during busy periods, unexpected absences, and scheduled vacation.

Provide data from existing databases to other Parking Division data users.

  • Run existing reports from various databases.
  • Format and/or transform data outputs for use by City staff.
  • Assist City staff and vendors in accessing parking data.

Provide maps and graphics for Parking Division staff, other government agencies, and the public.

  • Create and update digital and print maps of parking assets/data from GIS and other graphic processing software.
  • Provide digital or print maps of parking assets/data to the public as requested.
  • Provide charts, graphs, maps, or other graphic content for reports or studies.

Perform field related duties, as necessary, in support of mapping, record digitization, and other assigned tasks.

  • Collect field measurements and data relating to the locations and attributes of parking facilities, systems, and assets.
  • Maintain parking sign inventory.

Assist in providing technical support, training, and documentation to City Staff related to mapping applications, the Computerized Maintenance Management System (CMMS), and other data management systems.

  • Assist users with web and desktop mapping applications.
  • Assist users with CMMS operation and hardware.
  • Assist users with Accela operation.
  • Create documentation to support end user training.

Perform related work as assigned.

MINIMUM QUALIFICATIONS:

  • Two (2) years of experience performing technical office and/or field work including six (6) months of GIS experience.

OR

  • Technical or Associate’s degree in GIS or a related field with GIS coursework.

Vocational school or college work in the area of GIS, geography, cartography or a closely related area may be substituted on a year-for-year basis for the experience. (Technical degrees obtained outside the United States can be evaluated.)

If an applicant does not possess the experience listed above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Two years of experience in applying the following:

  • Geographic information systems (GIS).

Familiarity in applying the following:

  • Data collection techniques and computer applications as they relate to public works, transportation, parking, or other geographic-based information department.
  • Mapping and graphic presentation techniques, software, and best practices.

 SPECIAL REQUIREMENTS:

Possession of a valid driver’s license by the time of interview or the ability to meet the transportation requirements of the position.

Expected to attend meetings or conduct data collection outside regular work hours on infrequent occasion.

Physical Requirements:

Work is performed both in an office environment and in the field.  Office work requirements using standard office equipment, such as a phone, computer, and copier.  Field work requires the ability to occasionally stand for 4 hours at a time; bend and squat; access and walk on uneven surfaces around parking facilities and active construction sites; withstand typical seasonal weather (cold, hot, rain, or sun); and tolerate dust and pollen.  Employees must also have the ability to operate a GIS/CAD workstation with hand and eye coordination using a mouse and keyboard for data input
