The GIS Manager will lead the organization’s region-wide Geographic Information System (GIS) program. This role is responsible for creating, maintaining, analyzing, and visualizing spatial and non-spatial data to support a variety of planning efforts. The GIS Manager will work with multiple stakeholders to develop GIS-based solutions, ensure data integrity, and support mapping and spatial analysis needs. This position will also provide on-site IT services, oversee the website, maintain various internal databases, and other various other duties.
This position may be filled at a lower level as a GIS Analyst, depending on experience.
Essential Duties:
The following responsibilities are critical for this position. However, they are not exclusive, and additional tasks may be required to support organizational goals.
• Use GIS software, particularly Esri ArcGIS Suite, including ArcGIS Pro and ArcGIS Online, to conduct spatial and non-spatial data analysis to create custom maps,
visualizations, and reports for planning, zoning, and municipal projects.
• Develop, update, edit, and maintain regional GIS data using various software tools and data sources, including GPS, survey, digital, and hard-copy maps.
• Design, develop, and maintain web-based GIS applications using Esri tools such as StoryMaps, Dashboards, and Survey123.
• Perform quality control procedures to ensure GIS database integrity and accuracy.
• Provide technical support, including IT support for in-office software applications.
• Maintain website and internal databases.
• Acquire and manage geospatial data from a variety of sources for database integration and mapping applications.
• Collaborate with state agencies and local municipalities to develop GIS capabilities and integrated land information systems, including aerial imagery.
• Prepare written planning documents and grant applications.
Requirements:
Education:
• Bachelor’s degree in Geographic Information Systems, Geography, Urban Planning, Computer Science, or a related field.
Knowledge & Experience:
• Land use planning, zoning analysis, and municipal infrastructure mapping.
• GPS data collection, PLSS (Public Land Survey System), and legal description interpretation.
• Airphoto use and analysis.
• Website development & maintenance.
• Basic IT abilities, copier, and phone systems.
• Excellent written and verbal communication skills to support reports, presentations, and technical documentation.
• Strong attention to cartographic principles and detail.
• Self-motivated, with the ability to work independently and as part of a team.
• Minimum of five years of professional experience in GIS, preferably in government. Some supervisory experience and project management is a plus.
Additional Requirements:
• Valid Wisconsin driver’s license with a safe driving record.
• ESRI training certificates or GIS professional certification (preferred but not required).
