Essential Duties and Responsibilities: 

The following duties are typical for this position.  To perform this job successfully, an individual must be able to perform each duty satisfactorily and in a timely manner.  These are not to be construed as exclusive or all inclusive.   Other duties may be required or assigned.

  • Serves as Buffalo County Land Information Officer per state statutes; manages WLIP grants, prepares the Land Information Plan, and coordinates with agencies and the Land Information Council.
  • Oversees parcel mapping; collaborates with county departments; manages ArcGIS Parcel Fabric and submits required data to DOA.
  • Indexes survey maps, tie sheets, and section data sheets, and publishes them and associated GIS layers for public access.
  • Administers enterprise GIS databases, performs upgrades, manages user access, system security, and archived data.
  • Creates and maintains GIS datasets for parcels, zoning, natural resources, addresses, emergency services, municipal boundaries, and more.
  • Maintains 911 GIS data; assists with address accuracy and submits data to state GIS hubs.
  • Develops and manages department budgets, contracts, reports, and supplies; attends relevant committee meetings.
  • Maintains knowledge of GIS trends, participates in WLIA, and stays current on legislation affecting land records.
  • Manages GIS software and web services; administers mapping portal and LIO website.
  • Provides public access to land records, supports users with GIS data, resolves technical issues, and creates maps and related documents.
  • Supports, trains, and advises County staff in GIS, mapping, and land information.

Minimum Training, Experience, and Qualifications Required to Perform Essential Duties:

  • A High School Diploma or equivalent and a bachelor’s degree in GIS, geography, or a related field with at least three years of relevant GIS experience, or an equivalent combination of education and experience. An equivalent combination of education, training, and/or experience that provides the necessary skills to successfully perform the position will be considered.
  • Proficiency with Esri GIS software (ArcGIS Pro, Enterprise, Online), Microsoft Office, geospatial analysis, and programming (SQL, Python, HTML, CSS). Experience with Esri app development tools (Experience Builder, Instant Apps, Dashboards, Story Maps, and Survey123), database/system administration, and cloud hosting (e.g., AWS) is also required.
  • Effective oral and written communication skills with staff, officials, and the public.
  • Strong decision-making, planning, and analytical skills to manage operations, evaluate data, and implement effective solutions. Skilled in applying policies and procedures with sound judgment and creative problem-solving in program planning and execution.
  • Proficient in handling technical and administrative materials such as maps, statutes, software guides, and financial records. Capable of performing complex computations and managing land information projects with attention to detail and functional reasoning.

Hours / Location

This position works primary courthouse hours of 8:00AM to 4:30PM Monday through Friday onsite at the Buffalo County Courthouse located in Alma, WI.

Pay

This is an exempt salaried position with a salary range of $63,190 to $81,244 dependent on education, skills, and experience.
