The Wisconsin Department of Natural Resources (DNR) is hiring a Project GIS Mapping Specialist within the Division of Internal Services, Bureau of Facilities and Lands, to maintaining Geographic Information Systems (GIS) mapping records in the DNR’s Land Records System (LRS) for federal Land and Water Conservation Fund (LWCF) grant awards throughout the state.

This position may be headquartered at any DNR office location across the state, based on the business need, space availability and management approval. Remote work may be available for a portion of the work week, after the initial onboarding period. This recruitment may also be used to fill future similar positions.

This is a project position, with an anticipated end date of September 30, 2029.

Position Summary

The GIS Mapping Specialist position’s primary responsibilities will be analyzing the results of LWCF grant awards (including boundary maps, recorded agreements and deeds, etc.), and monitoring grant objectives (including upload and organization of key documents to LRS to digitize/map LWCF projects in public-facing DNR mapping utilities). This position assists with maintaining post-award grant records, assessing the achievement of post-award grant goals, and acting as a liaison to federal and local government agencies, as necessary. This position functions independently to complete critical administrative duties necessary to administer the LWCF grant program. The position requires the ability to work with a wide variety of internal clients including property managers, planning and program leads, Real Estate staff, IT staff, other grants staff, and administrators.

Salary Information

Starting pay for this position is between $28.00 to $30.00 per hour (or $58,240.00 to $62,400.00 annually).

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Wisconsin Residency – Project Position: Per s. 230.27(1m), Wis. Stats., individuals appointed to project positions must be Wisconsin residents.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR remote work policies. Approval is subject to change without notice based on business needs. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.

Travel: This position requires infrequent travel to other locations across the state. Rare overnight travel across the state may be required.

Qualifications

Required qualifications include ALL the following criteria:

Digitizing land survey data and interpreting real estate legal descriptions.

Experience managing GIS data from multiple sources (i.e., data collection, coordinating/troubleshooting data entry, auditing data input and results, or other related activities.).

Experience using ESRI GIS software or equivalent mapping software (i.e., working with data in shapefile format and manipulating a wide variety of data layers, imagery, and parcel attributes, or similar.).

In addition to the above, preferred qualifications may include any of the following: 

Experience using ESRI GIS software or similar to create public-facing web maps.

Working in public-facing web maps to configure the application, resolve issues, and/or perform updates.

Experience with database storage tools for real estate land records.

Experience working with state or federal grant programs.

Experience working with customers and project teams.

Experience documenting technical standard operating procedures for management of GIS data layers.
