Position Summary
This position will provide critical policy support to the Parks and Recreation Management program by developing (researching, writing, processing for public review, documenting, and memorializing) policies and procedures on lands under the management authority of the parks and recreation management program (i.e. the Wisconsin State Park System). The position will also assist with the dissemination and evaluation of these policies and standards. The position will also perform similar tasks for recreational use on all department lands (both those under the management authority of the Parks & Recreation Management program and those administered by other department programs). Work of the position will include activities related to laws and administrative code and will also assist on projects and issues related to program property planning and real estate.
70% Develop policies related to recreational use on department lands
Research & develop policy topics at the direction of supervisor:
Write, edit, proofread, review documents and data, and develop geo-spatial data and mapping products for use in documents or communications with staff, administration, stakeholders, and the public, for use in procedures, specifications, guidance, administrative code, policy and other deliverables regarding recreational use on department lands.
Recommend process for policy development, implementation, and changes.
Develop process for evaluating policy effectiveness.
Evaluate effectiveness of proposed policy changes to current practices. Assess and perform research of pending and existing and proposed policies and laws affecting state park system operations and department recreation management.
Ensure compliance with the varied laws, rules, regulations, handbooks, guidance, and policy governing the department and the bureau’s property management work (on WSPS properties, and the recreational use areas managed by the bureau). This includes but is not limited to DNR manual codes, DNR safety rules and policies, DNR Recreation Operations Handbook, DNR Property Manager’s Guidebook, Department of Health and Family Services, and Occupational Safety and Health Administration (OSHA) regulations, United States Fish and Wildlife Service, Sport Fish Restoration Program (USFWS SFR) grant requirements, Forest Certification standards, ADA and ABA, and property master plans.
-Develop curriculum and instruct (or recommend instructors) related to recreational use management for PRM and other department staff.
Develop and update management agreements and all other forms of documentation regarding the bureau’s execution of its responsibilities for public use area management. For those properties that are not part of the WSPS, make recommendations to clearly demarcate and formalize, scope, expectations and decision-making authority.
Research recreational use and existing policies on issues and topics related to recreational use.
Develop close working relationship with similar staff in other department programs and in other states and organizations and stay abreast of national trends and issues.
Serve on teams and lead projects.
20% Coordinate, perform research, and provide general assistance on projects and issues related to property planning, real estate, and land management.
Ensure intradepartmental and intraprogram coordination and representation on projects and issues related to real estate and related issues under the authority of and affecting PRM.
Research and provide recommendations on specific issues.
10% Organizational Responsiveness
Review and keep abreast of changes in knowledge and practices of position-related activities and responsibilities.
Participate in job-related training and organizational meetings as assigned by supervisor.
Participate in team meetings.
Perform other duties as assigned.
Follow all general and position-related safety requirements.
Salary Information
This position pays between $25.00-27.68 per hour and is classified as a Program and Policy Analyst-Advanced in pay schedule and range 07-03. Compensation will be set in accordance with the State Compensation Plan.
Job Details
This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

Special Requirements:
1) Residency: To be considered for this position, you must be a resident of the State of Wisconsin.
A Wisconsin resident is a person who:
- Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;
- Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;
- Is eligible to register to vote in this state; or
- Is the spouse of a person meeting the requirements of par. (a), (b), or (c).” s.230.03(12), Wis. Stats.

Required Qualifications
- Knowledge of the principles, practices and methodologies of policy analysis and development.
- Effective oral and written communication skills, including technical writing skills.
- Skill in establishing and maintaining collaborative partnerships with internal and external individuals and organizations.
- Ability to prioritize workload and manage records.
- Ability to deal effectively with customers, project managers, and program management, providing responses in a timely manner.
- Problem solving skills, especially related to controversial subjects and diverse viewpoints.
- Skill in the use of personal computers, internet research tools, and Microsoft Office suite.
Preferred Qualifications
- Skill in the use of Esri’s ArcPro and ArcGIS Online Geographic Information System software
