Vilas County
The GIS Analyst is a senior technician who is responsible for spatial analysis and more senior responsibilities on projects while assisting in the development, maintenance, coordination, and support of the County’s Geographic/Land Information System (GIS/LIS), and to advance the goals of the County’s Land Information Plan. All duties and responsibilities are performed under and subject to the review and guidance of the Land Information Director and the Land Information Committee.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Develops and maintains relational databases and associated point, arc, and polygon geospatial data
2. Develops, documents, and tests computer programs and interfaces using applicable programming languages, file techniques, and standards for GIS/LIS-related data.
3. Performs complex analytical functions for the search and query of geographic information.
4. Assists in training public and county personnel in the use of GIS/LIS data sets and applications.
5. Assists in the preparation of all digital mapping and creates maps to portray data in an understandable and aesthetically pleasing format.
6. Assist in developing and updating online mapping systems and applications.
7. Assists Information Technology Department to manage functionality of Mapping Department data server and web server.
8. Creates custom datasets and map projects for County departments and the public as requested.
9. In cooperation with the Land Information Director, assists in maintaining all computer hardware, software, and related devices.
10. Attends conferences, seminars, meetings, and educational training to maintain competency and awareness of trends, legislation, and technology related to GIS and Land Information Systems. Presents at conferences to showcase the County’s GIS-related accomplishments.
11. Assists the Land Information Director to prepare and maintain user and system documentation (metadata) for all GIS data and information.
12. Troubleshoots technology issues such as Geodatabase connectivity, Web system accessibility, GIS software-related issues requiring technical support, and miscellaneous office software issues.
13. Creates office reference materials.
14. Develops advanced GIS tools using current scripting languages for things such as field calculation, labeling expressions, automating tasks, and creating custom tables and views from existing tax/GIS data.
15. All other duties as assigned.
WORK REQUIREMENTS AND CHARACTERISTICS:
A. Education/Knowledge:
4 Year College Degree – Required Major Field of study or emphasis: GIS or geography, cartography, natural resources, land use planning, or related field.
B. Licensure/Certification:
Valid driver’s license and adequate auto insurance – Required
C. Required Work Experience:
In addition to Education/Licensure · One to three years’ experience in GIS or in a related field where GIS is regularly used.
ESSENTIAL SKILLS REQUIRED TO PERFORM POSITION:
· Knowledge of Microsoft Windows operating environment and Microsoft 365.
· Familiarity with land records concepts such as the public land survey system (PLSS), surveys, and property descriptions.
· A thorough understanding of and experience with GIS, especially with Esri ArcGIS desktop, server, mobile, and web-based applications and configurations.
· Ability to comprehend and create advanced GIS processes and procedures, including data development/conversion/analysis, modeling, scripting, and relational database administration.
· Familiarity with networking and software/hardware configurations.
· Ability to communicate effectively both orally and in writing with the public, other departments, GIS users, and other support staff.
· Ability to add, subtract, multiply, divide, calculate decimals, percents, use statistics, algebra, coordinate geometry, and trigonometry.
