The Wisconsin Department of Natural Resources is currently seeking a creative and dedicated GIS . The project appointment is approved for two years with a possibilty of an extension for another two years. The position is stationed in Madison, Office of the Great Lakes.
Job Duties:
The position will assist in coordinating and developing implementation strategies related to the Areas of Concern (AOC) Remedial Action Plans (RAPs) and Lakewide Management Plans (LaMP). This position will coordinate with state partners, local RAP implementation groups, other DNR program staff, neighboring State environmental program staff (Minnesota and Michigan), and Native Tribes to develop and maintain geospatial databases of Areas of Concern (AOC) projects and provide support for Geographic Information System (GIS) related activities for AOCs and LaMPs. In addition, the position would lead efforts to evaluate and/or develop tools for AOC related activities and would provide support and expertise to WDNR RAP/AOC Coordinators, LaMP Coordinators and local RAP implementation groups when needed on GIS related activities.
This position is responsible for assembling and maintaining geospatial data on AOC activities and evaluating decision support tools for the purpose of performing data analysis and to track delisting efforts in Wisconsin’s Areas of Concerns. The objective is to assemble relevant geospatial data that would benefit ongoing restoration work and which would be used in assessing progress made towards delisting of Beneficial Use Impairments (BUIs) in the Wisconsin’s Great Lakes Areas of Concern (AOC). The creation of a geospatial database would allow for more accurate assessment of the impacts of restoration projects on mitigating the impacts of Beneficial Use Impairments, facilitate tracking restoration and remedial action projects. Data compiled would support web mapping applications, facilitate generating graphs, maps and other graphics in communicating the progress and status of delisting. The position will contribute to Lake Michigan and Lake Superior reporting updates.

Job Knowledge, Skills and Abilities: A well qualified applicant will have the following:
* Degree in computer science, Geographic Information Systems, aquatic biology, water resources management, environmental engineering, water resources engineering, or its equivalent in professional water resources management and/or Geographic Information Systems work experience.
* Knowledge of GIS concepts including development of geodatabases, maintaining topological data structures, data transformations, projections and coordinate systems, remote sensing, and data collection methodologies.
* Technical writing needed to prepare thorough documentation in the development of geospatial databases and metadata.
* Knowledge of the uses and applications of spatial models especially those that relate to contaminated sediment and nearshore and hydrologic processes.
* Knowledge of GIS software specifically ESRI products such as Arc Spatial Database Engine (ArcSDE), desktop ArcGIS version 9.1 or higher including Spatial Analyst, and 3D Analyst extensions.
* Knowledge of Great Lakes ecosystem, resource management, aquatic invasive species, the concepts of remedial actions to alleviate impairments, and other issues effecting Great Lakes.
* Understanding of Web. 2.0 technologies including mashups, web mapping services, and Open Geospatial Consortium standards.
