JOB DUTIES
To manage activities involving the Airport’s geographic information system (GIS) projects and requirements; to develop and implement methodologies and policies for creation and use of spatial and tabular GIS related data including editing, coding, and annotating line, point, and polygon data; to consult with Airport departments in the development of their GIS plans, goals and objectives; to coordinate GIS activities between the Airport and other external agencies; to participate in various projects working with special requests, special report preparations, and GIS presentations for Airport departments; to develop, implement and manage GIS data and it’s organizational structure/database environment; to research, create, manage and maintain GIS spatial and tabular data to provide the users with the most current and accurate data available; to perform analyses on spatial and tabular data in producing reports, maps, graphs, and/or charts as requested by management and user departments; to provide advanced mapping, spatial analysis, training and support for use and application of GIS related data; to participate in the evaluation of departmental procedures to assist managers with developing efficient and effective GIS organizational processes and determine budgetary requirements for GIS systems; to aid in providing both short and long-range planning related to GIS; and to perform other duties as assigned.
MINIMUM QUALIFICATIONS
Experience: Five (5) years of experience and training in GIS, Cartography, or Geospatial Engineering is required. Experience working with the FAA’s 18B GIS standards preferred; experience with Cityworks asset management system preferred. Note: A Master’s Degree with related experience may substitute the required five years of experience.
Knowledge, Skills and Abilities: Knowledge of GIS technology and GIS administration software for the collection, storage, retrieval, manipulation, and presentation of spatial and tabular data; knowledge of and experience with the purchase of Hardware and Software in support of GIS technology, including but not limited to, desktop workstations, tablet & laptop systems, plotters & printers, servers, digital cameras, and any associated hardware; knowledge of Microsoft Office, specifically Word, Access, and PowerPoint; knowledge with Trimble GPS Technology, the collection of GPS data, and the conversion of that data to GIS/CAD formats; knowledge of Orthorectified Aerial Photography; knowledge of the principles, practices, and techniques of information systems as related to the GIS function and database management in an ESRI platform; skills in organizing material, analyzing a wide variety of information, and developing appropriate recommendations; skills in effective and tactful communication with management and administrative employees; ability to present information and respond to questions from groups of managers, clients, customers, and the general public; ability to work in an office environment, as well as in an outdoor field environment; ability to climb, balance, stoop, kneel, crouch, and lift up to 50 lbs. may be necessary; ability cooperate and help others when needed.
Education: Possession of a Bachelor’s degree from an approved college or university with major course work in Information Management, Geographic Information Systems, Engineering, or a related field is required. A Master’s Degree in the above is preferred.
Licenses/ Certifications: Possession of a valid Wisconsin driver’s license at time of filing application and maintained during incumbency is required. Certification in Geographic Information Systems is preferred.
