The Wisconsin Department of Natural Resources is currently seeking qualified candidates for the Department Geographic Information Systems (GIS) Coordinator. The GIS Coordinator is a high-profile position that is responsible for the overall direction of GIS Services at the Wisconsin DNR. This position is located in our central office in downtown Madison, WI.

Job Duties

Under the general review of the Director of the Bureau of Technology Services (BTS), this position is responsible for the overall direction of the Geographic Information Systems (GIS) services at the DNR. The GIS Coordinator’s responsibilities shall include: overseeing the implementation of Department-wide GIS policies; working to improve GIS coordination between the Divisions and the Bureau of Technology Services; providing leadership in articulating the need for a strong base level of GIS services that are shared across the Department; informing management about how the DNR’s investment in GIS services are helping to support the Department’s business needs; and working to ensure that the provision of GIS services within the Department is based on a partnership between the programs and BTS which is characterized by mutual respect and excellent customer service. The Coordinator will lead the DNR GIS Council in: strategic planning, policy and standards development; Department-wide initiatives to improve geospatial data development, data management, and data access; streamlining processes for application review and development; and establishment and implementation of a DNR communication and outreach plan for GIS training and user support. The Coordinator will represent DNR GIS program and user needs and interests at the local, state and federal level; participate in inter-agency activities that promote the DNR’s interests in GIS; and identify and leverage inter-agency opportunities for geospatial data development, application development, and provisioning of shared GIS services.

Job Knowledge, Skills and Abilities

Knowledge of: Esri’s ArcGIS technologies including geo-databases, spatial analyst tools, spatial statistic operations, and other data management tools. ArcGIS for Desktop (Advanced / ArcINFO), ArcGIS Server, and Spatial Database Engine (ArcSDE); principles and practices of natural resources management; modeling techniques such as GIS network modeling, surface modeling and/or complex spatial analysis involving integrated use of numerous data themes and layers; overlay analysis operations using both vector and raster tools; database construction, developing normalized tables and interfacing with different database systems such as Access relational data repositories; geographic data processing and analysis; GIS application development techniques; quality control and quality assurance functions, primarily on cadastral, topographic and natural data layers; digitizing and data manipulation procedures for geographic information systems; analysis, development and management of natural resource information systems including, field data collection (e.g. field computers and GPS), data modeling, GIS, and the creation of natural resource applications; relational database knowledge, management, creation and maintenance including knowledge of Oracle, SQL, MS Access; basic cartography methodologies, using symbols and terminology used in natural resource management; aerial photography and remote sensing technologies including digital imaging, ground control and aerial photography use in natural resource management; documentation of standardized metadata; data collection methods; service Delivery practices; project and portfolio management methodologies.

Skill in: working with GIS/IT professionals, data and applications using ESRI software; use of various problem-solving techniques; designing, directing, and/or managing the process to create, implement and/or monitor a plan; project management in order to ensure established goals and objectives are met; auditing applications and those in the development phase to ensure accuracy, quality and integrity; evaluating costs and benefits, and documenting alternatives and recommendations; composing, editing and proofreading a variety of correspondence, reports and forms; coordinating and integrating information systems; customer service delivery at the highest levels; building consensus among diverse groups and individuals; effective listening.

Ability to: work under stressful or changing conditions with frequent interruptions; work effectively as a team member; facilitate decision making in a group context; exercise initiative and make independent decisions; identify spatial data needs for complex analyses and assess adequacy of existing data to meet these needs; gather, manipulate, analyze, interpret and present statistical data; independently perform detailed work of a difficult nature with a high degree of accuracy; analyze new or updated software applications, the impact on business systems, developing alternative actions and presenting information to management and management teams; make presentations to small and large audiences; communicate effectively at all levels and in diverse environments both orally and in writing; exercise sound judgment in safeguarding confidential or sensitive information; interpret and summarize complex written and oral information; organize, prioritize and perform multiple tasks; establish and maintain effective working relationships with those contacted in the course of assignments.
