Job Duties: This position provides advanced technical support services involving the analysis and implementation of geographic information systems (GIS) and global positioning systems (GPS) to support agency business needs. This position creates, acquires, maintains, documents, and administers geospatial data in the agency’s central GIS data repository. This position also develops, maintains and implements database applications required to process, upload and integrate repository GIS data with other field and central office data and database systems. This position utilizes advanced GIS software (ArcGIS Desktop, ArcSDE/SQLServer, ArcGIS Server) and methods to produce maps and other cartographic products, web map services, and program web mapping applications using GeoCortex, and conducts complex spatial analyses using these tools and methods. This position also manages complex geospatial projects and participates in strategic planning for agency-wide programs and initiatives, including the development of technical procedures and standards. This position provides geospatial expertise to customers and partners, and participates as a technical expert on appropriate interagency and external working groups.

Special Notes:
A well-qualified applicant will have daily to weekly experience using ArcGIS Desktop software within the past two years, and will understand advanced query and relational database concepts.

Job Knowledge, Skills and Abilities: Considerable knowledge of database design and data analysis. Considerable knowledge of computer hardware, operating systems (Windows), ArcGIS Desktop software, ArcSDE data repository, ArcGIS server application development tools, and related programming and scripting languages. Considerable knowledge of desktop and server based applications, particularly ArcGIS desktop and linked Microsoft Access and ArcSDE/SQL Server database functions. Excellent knowledge of cartographic design, map production, surveying, and positioning (GPS). Excellent knowledge of spatial reference systems (map projections, Datums, and Coordinate systems). Excellent understanding of the relationships of GIS and GPS. Knowledge of systems integration techniques, including effective problem solving skills. Knowledge of standards/procedure development, implementation and evaluation. Effective oral and written communication skills, including knowledge and application of risk communication principles and the ability to prepare comprehensive reports. Ability to develop and deliver effective technical training. Effective customer relation and networking skills.
