The Wisconsin Department of Transportation (WisDOT) currently has a IT Project Leader – GIS and Web Development position available in our Application Development Section. This position provides project leadership for application development projects with an emphasis on GIS (Geographical Information Systems) and web development.

The Bureau of Information Technology Services, Application Development Section is responsible to develop, maintain, and support business applications in partnership with agency divisions and associated stakeholders. Applications support a broad range of business activity and needs related to various business processes and responsibilities. 

Job Duties:   This position provides advanced project leadership for the development of complex departmental GIS and web development systems. These projects will involve a broad cross-section of business area stakeholders, permanent and contracted IT staff, and third party vendors and products. The IT Project Leader – GIS and Web Development position will provide direction to IT staff and contractors involved in the project development and GIS operational support efforts. 

A portion of this position will perform advanced consulting and technical support services related to GIS and standard IT project development. This IT Project Leader will consult with and mentor IT project leaders and staff on project management and/or application development methodologies and best practices. This position will work with project teams and business area staff to assess project scope and objectives, ROI, risk and budget for IT projects.

Job Knowledge, Skills and Abilities:   

 

  • Experience as an IT Project Leader and Systems Analyst
  • Knowledge and skills in working with professional IT staff to provide project leadership and web development expertise for application development efforts
  • Knowledge and skills to lead GIS IT development efforts using advanced iterative development methods, reuse strategies, and object oriented analysis and design methods.
  • Knowledge of IT Project and Portfolio Management best practices
  • Knowledge of Project Management Book of Knowledge (PMBOK)
  • Knowledge of IT application development methodologies (IE, SDLC, RUP, etc.)
  • Knowledge and skill working with business users and vendors to perform IT analysis
  • Skills to coordinate communication between the development team and related stakeholders
