Job Summary: 

  • Provide Management, oversight and coordination of capital planning, development and budget;
  • Development and implementation of needs assessment and  comprehensive land use and policy;
  • Landscape architectural services;
  • Capital development grant administration;
  • GIS and mapping; preserve and enhance  department assets;
  • Ensure quality service and product delivery and maximize revenue opportunities.


Essential Duties and Responsibilities: 

  • Identify capital development needs and priorities; provide project management and advice on scope of work, develop and monitor budget, timeline and contractor compliance; develop and update a five-year capital plan.
  • Develop, manage and direct planning initiatives, property master plans and park and open space plans; conduct public information meeting(s) related to planning initiative; review and approve long and short and long range planning goals; liaison with other divisions. 
  • Identify and coordinate planning policy issues for consideration by Executive and Legislative branches; identify and coordinate development of policy reports. 
  • Identify appropriate grant funding sources and eligible projects and programs; assist in identifying funding sources for local matches of grant funded projects; prepare documents for review and approval by the County Board of Supervisors. 
  • Oversee GIS and mapping of infrastructure; develop and update database of infrastructure condition reports; provide maps for planning and customer service purposes. 
  • Collaborate with the Chief of Planning and Development in developing work priorities, assign work and monitor completion of work; collaborate with staff in developing work plans, position descriptions and performance indicators, evaluate employees for performance reviews and define performance goals; provide training. 
  • Prepare, implement and monitor an annual budget work plans; develop and coordinate work plans for capital development improvement projects; identifying funding needs and approve requests for operations increases and capital investments projects. 
  • Participate on special project teams; community outreach efforts; marketing and communication efforts. 



Minimum Education & Years of Experience
Required:

  • Bachelor’s Degree in Business, Public Administration, Planning, Landscape Architecture or Engineering with five (5) or more years of experience in Park or Recreation planning and design and three (3) or more years in a managerial/supervisory role. 
  • Master’s Degree in Business, Landscape Architecture or Engineering preferred.
