Responsibilities
Performs and directs activities involving knowledge of principles and practices of geographic information systems (GIS), cartography, geographic data management, emergency management, land records, understanding of the physical, demographic, and geographic concepts underlying land use planning, and land use regulations. Applies contemporary spatial analysis concepts and techniques to cost effectively develop and use GIS technology within County. Provides technical support for Planning and Environmental Services as it relates to GIS applications. Provide technical support to other County departments and municipalities, external agencies and groups, and the public. Other duties as assigned.
Desired Knowledge, Skills and Abilities
Knowledge of principles, practices and techniques of Land Use Planning and Zoning; geography and statistics; and legal aspects of data management and data privacy. Knowledge of Public Land Survey System; GIS systems and data management associated with GIS.
Qualifications
Bachelor or Master’s degree in computer science, GIS, geography, land use planning, engineering, or a related field and two years of exp. with ARC/INFO systems, specifically ARC/SDE, and ARC GIS Server; Sequel (SQL) Server Administration; valid driver’s license free of any major traffic violations within the last three years. Knowledge of principles and practices of geographic information systems including basic techniques of cartography and graphic design, geographic overlay analysis, and spatial and attribute data management; Computer Aided Drafting/Design products and methodology to manage and organize data to be converted into a GIS environment. Ability to do technical research and make recommendations on GIS problems; supervise and lead people; communicate effectively both orally and in writing; establish and maintain effective working relationships with other departments, jurisdictions, employees, consultants and federal, state and local officials. Knowledge of computers and computer based programs such as Microsoft (Word, Excel, Access and Outlook).
