Perform activities which ensure accurate, organized and up to date geo-spatial infrastructure maps and records for cross departmental and external users. Assist in other engineering, master planning, water modeling and organizational/technical support as required. Perform other tasks, cooperate with others and respond to emergencies or unusual circumstances as required or assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:         

  1. Organize, operate and update the water utility portion of the Geographic Information System (GIS).
  2. Regularly update GIS on the mobile technology used by the water utility.
  3. Coordinate and perform activities required for data integration with other software programs (such as CIS, VueWorks, and InfoWater).
  4. Compile, organize, interpret and accurately enter technical infrastructure data into GIS.  
  5. Collect geographic data from field investigations using GPS and investigations by other Utility Staff to maintain accurate up-to-date maps and records consistent with changes to the system infrastructure.  
  6. Accurately update GIS to include the project job cost information.
  7. Maintain and ensure accuracy of engineering and infrastructure records including distribution system maps, service files, facilities maps, valve, hydrant, service laterals, private well permits, regulated objects, and related databases within GIS and VueWorks.
  8. Prepare exhibits and reports using GIS and other graphic applications.
  9. Use GIS and database queries to support all Utility departments, and to distribute required information to City, County, and State agencies.
  10. Create accurate water main and service as-builts in GIS using prepared AutoCAD drawings from other staff.
  11. Investigate and respond to customer inquiries related to water quality, pressure, flow and water system components.
  12. Perform field inspection of water main installations for conformance with standards and Utility specifications as required. Prepare accurate and legible field inspection reports that follow Utility standards.
  13. Design and prepare flushing program for implementation by operations staff. 
  14. Design and prepare documentation for operational maintenance programs as directed by the TSM.  Coordinate programs with the System Supervisors and Operations Manager.

LICENSES OR CERTIFICATIONS: Wisconsin Driver’s License

SKILLS OR EDUCATION:  Associate degree in civil engineering technology, or a related field that provides formal training in GIS, and 3-4 years of practical experience in ESRI GIS systems and/or related CADD functions.  Bachelor’s degree in civil engineering or geography is preferred.  An equivalent amount of advanced education and experience that provides the required skills will also qualify.  Considerable knowledge of geo spatial databases, computer graphics and mapping is required. The ability to manipulate and customize software programs as necessary to access, gather, retrieve, and report data using AutoCAD, SQL, Microsoft Office, ESRI GIS and other standardized software is common to the work.  Requires communication skills as necessary to impart knowledge across departmental lines, share information with other agencies, and answer questions from customers.

REQUIRED JOB STANDARDS:

  1. Ability to operate GPS equipment, transport and set up survey equipment and to navigate terrain on job sites to perform field checks.
  2. Ability to navigate terrain at construction job sites.                         
  3. Ability to communicate with others and make presentations as required.
  4. Ability to read and interpret construction drawings, plans and specifications.
