The County Zoning, Planning, and Land Information Department has an opportunity for a GIS Specialist to perform work relating to enforcing and administering the zoning ordinance, shore land and flood plain zoning ordinance, telecommunications facilities ordinance and non-metallic mining ordinance via the issuance or denial of zoning/occupancy permits, land use permits and conditional use permits. Emphasis on code enforcement is a key element of this position.

Hours of Work: Core hours of position are 8:00am to 4:30pm, Monday-Friday.  This is a 37.5 hour work-week, which is full-time and qualifies for our full benefits package.

Job Duties:

Under supervision, provides technical assistance to the public through office visits, telephone calls, e-mails, letters, meetings and appointments concerning permits, variances, land divisions, violations and land use issues pertaining to the above-mentioned ordinances and other regulations. Under supervision, reviews, issues or denies zoning/occupancy permits. Under supervision, performs on-site inspections for setbacks, including variances, and other land use activities. Reviews zoning and conditional use files for compliance. Investigates zoning complaints and maintains/manages violation files. Secures facts through investigation and inspections and analyzes and interprets them correctly. Performs Geographic Information System (GIS) analysis of data and permits. Enforces zoning and related codes through making inspections and issuing citations for violations, under supervision. Orders surveys as needed where questions arise relating to setback compliance issues.Prepares documents required for public hearings and presentations to District Attorney through the courts, under supervision. Maintains integrity and consistency in the enforcement of violations of state and local regulations. Uses computer to draft correspondence relating to general code requirements, to keep records and make reports. Makes routine engineering and surveying calculations and draws maps. Utilizes resource material available to draft and maintain maps and to manipulate tables of tabular data.  Draws maps using Arc Info (ESRI) products.

Training, Experience and Other Requirements:

  • •Associate Degree in a related field, such as Earth Science, Cartography or Law Enforcement-related.
  • •Two years of experience in code inspection programs, code enforcement, GIS Mapping, land surveying, drafting or soils and hydrology, or related field.
  • •Excellent interpersonal and communication skills are essential.
  • •Good computer skills using Microsoft Office and ESRI software products.
  • •Valid Wisconsin Driver’s license and access to personal transportation, or other reliable means of transportation for county-wide travel in all types of weather.
  • •May consider other relevant combinations of training and experience.
