PURPOSE OF POSITION:

The Geographic Information Systems Technician works with the development, conversion, programming and maintenance of data from various sources as part of the City’s geographic information system; assists various departments with GIS applications and functions and when needed, performs routine engineering, planning, inspection and zoning duties relating to the construction, enforcement and maintenance of city projects and developments.

Essential Duties & Responsibilities: 

  • Collect, enter and maintain data into the City’s Geographic Information System related to
  • mapping and attributes of properties within the City.
  • Converts maps and data when necessary to facilitate the exchange of information between City departments, other units of government and outside agencies when applicable.
  • Analyze maps and data in order to produce reports, special purpose maps, table, charts, graphs, etc.
  • Use various computer applications to facilitate the creation, maintenance, storage, distribution and use of geographic data.
  • Review maps, subdivision plats, certified survey maps, legal descriptions, utility construction plans and other related documents prior to acceptance and recording of the documents.
  • Monitor and assist in the maintenance of the computers, plotters, printers, scanners, and other equipment related to GIS, engineering and planning operations.
  • Perform routine engineering, planning and zoning duties including, but not limited to, such tasks as writing real estate legal descriptions for various documents, preparing information for public hearing requests, processing permits, assisting with the city’s refuse and recycling program, tree program, erosion control, sidewalk, culvert, driveway and excavation inspections, traffic signage, record keeping, filing, making copies of plans, responding to citizen requests and other tasks, as assigned.

Qualifications:

  • Good knowledge of, skill in, and ability to analyze, the operation of CAD/GIS software and applications, automated mapping, database management and various automated engineering applications. The city uses ESRI platform GIS software.
  • Working understanding of the principles, practices and procedures used in road, utility, heavy construction, zoning and planning applications.
  • Ability to communicate effectively with others, including, but not limited to, officials, employees, the public and/or individuals, from outside agencies, organizations, businesses or interests. Customer service skills are important.
Other Skills/Qualifications:
  • Ability to read, analyze and interpret technical journals and legal documents. 
  • Ability to respond to inquires/complaints concerning issues associated with this position and provide information to citizens, elected and appointed officials, employees, contractors, and others, in an effective and courteous manner. 
  • Ability to apply mathematical concepts, such as those normally used in the engineering and GIS fields. 
  • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical, diagram, blueprint and plan form and deal with several abstract and concrete variables.
  • Ability to understand and apply real estate principles and practices.
  • Knowledge of drafting and surveying desired.
  • Valid Wisconsin Driver’s license required
