The Supervisor – GIS will be responsible for leading the implementation of our new Geographic Information Systems (GIS) and supporting and enforcing GIS processes and standards to best maintain the GIS data store. Working with and leading drafters, the GIS Administrator will serve as the on-site subject matter expert in design and maintenance of MGE’s electric and gas distribution asset database. This will include managing and executing change in the GIS system, maintaining data quality, reducing errors and costs, and improving internal and external customer satisfaction.

Key Roles and Responsibilities

GIS Deployment Phase

 

  • Participates in MGE’s business process review and change management review and provides recommendations.

  • Assists the project core team in application business design, development, testing, and deployment.

  • Manages drafting staff, including their processes, methods, current assignments, and responsibilities.

  • Recommends and implements new processes, methods, and assigned responsibilities.

  • Participates in application training and documentation for all stakeholder groups.

 

Post Go-Live

 

  • Enforces gas and electric distribution GIS processes and standards

  • Ensures the accuracy of the electric and gas geometric network creation/maintenance for supporting DMS, OMS, and SynerGee gas and electric models.

  • Performs GIS data maintenance, manipulation, analysis, extraction, and generation assignments; performs data research, investigation, and verification; and creates and maintains electric and gas geographic networks.

  • Performs GIS system configuration updates and changes.

  • Coordinates and conducts user applications training, develops and maintains training materials and manuals, responds to and resolves user inquiries, and develops and maintains user documentation.

  • Is responsible for ongoing evaluation of drafting staff, processes, methods, and recommendations.

  • Ensures adherence to the change management process when implementing changes to the application.

  • Ensures adherence to the incident management process (Remedy) when addressing various incidents within the application.

  • Is responsible for coordination of testing and reviewing test results of application enhancements and provides approval to place into production.

  • Participates in meetings and raises critical issues and risks that may impact the system or project plan as it relates to data needs or due to any requirement or functional change requests.

  • Assists IT department in any technical system support of the GIS applications.

  • Creates digitized maps and prepares projects and data for archival storage, documents and files data sources and map files for future reference, responds to requests from both internal and external customers for mapping data, and responds to emergency mapping and information requests.

  • Performs detailed spatial analysis including notifications, buffering, and zone consolidation; manipulates images for electronic mapping; updates attribute data pertaining to specific features into a relational database; and incorporates maps, charts, data files, spreadsheet data, documentation, and text into reports.

  • Supports and develops necessary extraction programs, transfer rules, and update rules using various tool sets and maintains a working knowledge of all procedures, processes, and systems utilized by the GIS.

  • Maintains and creates compatible gas and electric compatible units.

  • Works with third parties on maintaining and updating Landbase.

 

Education, Experience, and Skill Requirements

 

  • Bachelor’s degree in GIS or specialized GIS education or certification, or equivalent experience.

  • Five plus years of experience managing employees or large projects.

  • Five plus years of experience in GIS methodologies with ESRI software application.

  • Five years of experience in administering ArcGIS server and managing map services.

  • Five years of experience in using the ArcGIS desktop, ArcSDE, and the geoprocessing tools.

  • Understanding of Webserver and troubleshooting skills.

  • Understanding of GIS concepts, imagery interpretation, and spatial data.

  • The ability to communicate and convey GIS/spatial information to non-GIS/technical people.

  • Has the knowledge, ability, and willingness to develop employees to be effective GIS contributors.

  • Excellent oral communications skills and effective writing, negotiation, and consensus building skills.
