Job Description
Under the direction of the Director of Land Resources and Parks, is responsible for field and office support of survey functions and tax parcel mapping activities for the County and associated Dodge County departments and other clientele served by the Land Resources and Parks Department.
Duties and Responsibilities
- Performs necessary research, field reconnaissance, property contact, data acquisition and computation to support location of existing and temporary surveying points used for establishing and maintaining permanent section corners, lines and GPSNET using land surveying procedures and equipment.
- Assists senior Survey staff in performance of county surveyor duties as specified in Ch. 59.45 of WI Administrative Code.
- Assists in providing surveying services for County purposes when requested by County departments/offices/committees or as required by a court.
- Maintains, preserves and makes available corner maintenance records to provide necessary information to locate and identify incomplete corners.
- Assists in maintenance of survey databases, files surveys, and prepares reports.
- Drafts PLSS monument records, certified surveys, topographic surveys and other surveys as requested.
- Responsible for providing updated PLSS files to State Cartographer’s Office for internet publication.
- 8.. Enters, analyzes, evaluates, converts, and compiles data, researches records, and interprets legal descriptions for mapping, analysis, and reporting purposes.
- Coordinates tax parcel mapping updates and publishing responsibilities with Cartographer (I, II, or Senior).
- Coordinates with other professional mapping staff on county mapping projects and assists in mapping effort.
- Reviews CSM’s for Department requirements prior to approval as part of the CSM Review Process.
- Assist in the integration of field survey high-precision GPS data into the system; develop and maintain resulting data layers of feature locations in the land information system.
- Develops and maintains spatial and non-spatial databases for availability in the land information system.
- Consults with and provides Land Surveyor (I, II, or Senior) and Cartographer (I, II, or Senior) information and recommendations regarding development, standardization, enhancement or change in office procedures, practices, or projects.
- Implements imaging projects for integration, retrieval, and archival of plat of survey maps, field books, and historical records from the land information system.
- Assist in documentation of data automation procedures and document all work performed in concise, understandable manner.
- Communicates and deals effectively with government, private and public sector as required.
- Check survey equipment to maintain accuracy using surveying procedures and equipment manuals.
- Maintains and services survey vehicle.
- Inventories surveying materials regularly to maintain inventory and stocks supplies in survey truck for field work.
- Advises Director of Land Resources and Parks on survey-related technology, implementation issues and assists in determining priorities for survey activities and projects.
- Assists attorneys, abstractors, other professionals, and general public in usage of the on-line Land Records Search Tool (LRST) and GIS Web Map Tool for self-directed acquisition of land records data.
- Assists in providing GIS mapping and services as requested and participates with professional GIS staff on mapping projects.
- Assists in design, development and implementation of imaging projects for archival, retrieval and integration of scanned survey-related document images into land records system.
- Keeps informed of relevant government regulations, policies, and developments pertaining to survey-related matters and shares this information with Director.
- Process database requests from County departments, other governmental units, agencies and private sector clients as directed.
- Performs research, evaluation, and deployment of hardware and software upgrades and new information technologies; provides Director with recommendations.
- Generate and maintain metadata for databases.
- Regular attendance and punctuality required.
- Performs related field and office duties as may be required or assigned.
Knowledge, Skills and Abilities
- Knowledge and understanding of theories and practices of land surveying, survey field operations and land description.
- Knowledge and practical understanding of current survey, and cartographic (e.g., high-precision GPS, PLSS, coordinate systems, map projections).
- Knowledge of mathematical principles and procedures applied to land surveying.
- Knowledge of surveying hardware and software.
- Knowledge of high-precision GPS technology and its applications.
- Knowledge of mapping (CAD) software (Autodesk preferred).
- Knowledge of and working experience with digital data input and conversion methods including digitizing, document scanning, and coordinate geometry.
- Knowledge and understanding of relational database concepts and how they apply to geospatial data.
- Ability to read and interpret land descriptions.
- Practical knowledge and understanding of digital orthophotography, aerial photo interpretation, elevation data (DEM and DTM).
- Thorough knowledge of proper legal documentation, recording and filing.
- Ability to maintain accurate and complete survey records (detail oriented).
- Familiarity with local governmental organization.
- Familiarity with GIS related concepts and techniques and working experience with GIS mapping and analysis software (ESRI preferred).
- Knowledge of terminology used in various deeds and other real estate documents affecting ownership, assessment, and property location.
- Proficient in use of Microsoft Office Professional Suite (Word, Excel, Access, PowerPoint, Outlook), records management software and internet access.
- Practical knowledge of computer mapping concepts and computer hardware and software related to mapping and cartographic function.
- Ability to plan, organize, and implement drafting and mapping projects of moderate degree of difficulty.
- Ability to perform and supervise section corner traverse work.
- Ability to work independently and manage/document multiple work assignments with minimal supervision.
- Ability to set goals and objectives and meet project completion dates.
- Ability to work cooperatively and communicate effectively (verbal and written) with a wide variety of contacts including County employees, officials on the municipal, state and federal level, and with other public and private sector clients having vastly different levels of understanding of the survey and mapping field.
- Ability to research, interpret, evaluate, understand and communicate technical material effectively.
- Ability to establish and maintain effective public and working relationships, at times working with difficult or hostile individuals with tact and courtesy.
- Ability to think clearly and react appropriately and professionally under pressure.
- Excellent organizational skills with the ability to deal with multiple priorities and problems concurrently.
- Ability to conscientiously develop and apply quality standards and monitor accuracy and quality of data.
- Ability to use on-line applications developed to assist users to self-acquire real property data (i.e., Land Records Search Tool and GIS Web Map tool).
- Willingness to participate in professional organization.
- Willingness to improve and enhance professional education through attendance at seminars or other available programs.
- Must meet requirements of Dodge County Driver Qualification Policy.
Education and Experience
Level I: Associate Degree in civil engineering, geography or land surveying and minimum three (3) years working knowledge of and practical experience with high-precision GPS survey equipment and software, and CAD software (experience with LEICA equipment and software, Autodesk). OR Four (4) year Bachelor’s degree in land surveying, mathematics, geography, cartography or related field and a minimum of one (1) year working knowledge of and practical experience with high-precision GPS survey equipment and software and CAD software (experience with LEICA equipment and software, Autodesk). Equivalent combination of education and experience which provides the necessary knowledge, skills and abilities may be considered. Prefer Registered Land Surveyor.
Level II: Associate Degree in civil engineering, geography or land surveying and minimum four (4) years working knowledge of and practical experience with high-precision GPS survey equipment and software, and CAD software (experience with LEICA equipment and software, Autodesk) and 6.0 CEU’s related to specific job responsibilities. OR Four (4) year Bachelor’s degree in land surveying, mathematics, geography, cartography or related field and a minimum of two (2) year working knowledge of and practical experience with high-precision GPS survey equipment and software and CAD software (experience with LEICA equipment and software, Autodesk) and 6.0 CEU’s related to specific job responsibilities. Equivalent combination of education and experience which provides the necessary knowledge, skills and abilities may be considered. Prefer Registered Land Surveyor.
Senior: Associate Degree in civil engineering, geography or land surveying and minimum six (6) years working knowledge of and practical experience with high-precision GPS survey equipment and software, and CAD software (experience with LEICA equipment and software, Autodesk) and 12.0 CEU’s related to specific job responsibilities. OR Four (4) year Bachelor’s degree in land surveying, mathematics, geography, cartography or related field and a minimum of four (4) years working knowledge of and practical experience with high-precision GPS survey equipment and software and CAD software (experience with LEICA equipment and software, Autodesk) and 12.0 CEU’s related to specific job responsibilities. Equivalent combination of education and experience which provides the necessary knowledge, skills and abilities may be considered. OR Master’s Degree in a directly related field, three (3) years increasingly responsible experience related to specific responsibilities, working knowledge of and practical experience with GPS survey equipment and software and CAD software (experience with LEICA equipment and software, LISCAD, Autodesk) and 6.0 CEU’s related to specific job responsibilities. Prefer Registered Land Surveyor.
