Job Description
Under the direction of the Deputy County Engineer/Assistant Public Works Director, the County Surveyor manages the state and county regulatory duties of the County Surveyor that include the perpetuation and maintenance of the Public Land Survey corners within Carver County, reviewing Subdivision Plats, Registered Land Surveys and Common Interest Community Plats, and the maintenance of a county-wide parcel mapping system. The County Surveyor provides county departments and the public with expert advice pertaining to real estate transactions, legal descriptions and land parcel boundaries. Develops and maintains county-wide parcel maps incorporated into Geographic Information System (GIS) coverage. Manages all public works related surveying duties to develop and deliver projects in the county road and bridge capital improvement plan.
The County Surveyor will represent the County at meetings and on committees involving the public and officials of federal, state and local government agencies. This position will oversee and lead multiple project management teams with diverse backgrounds, while striving to meet county strategic goals.
Duties & Responsibilities
- Provide professional land surveying services at a level meeting the standard of practice in Minnesota and complying with the requirements of federal and state laws, and local regulations.
- Supervise department staff including but not limited to hiring, disciplining and assigning work projects.
- Supervise and perform division tasks including: Public Land Survey System perpetuation, road and bridge staking, easement and right of way plat preparation, Geographic Information System (GIS) parcel mapping development and maintenance, critique land survey documents, land surveying support to county departments, asset management system assistance.
- Responsible for the organization and maintenance of documents related to plats, surveys and monument records for use by surveyors and the general public.
- Works closely with the Carver County Examiner of Titles to ensure compliance with Torrens regulations.
- Interprets and answers questions about real estate legal descriptions and boundaries for all county departments and the public.
- Maintains Public Land Survey monuments in compliance with State and Federal regulations, with assistance from Public Works division survey staff.
- Reviews and approves plats for compliance with state laws and platting standards.
- Coordinates closely with the Taxpayer Services, Assessing, Recorders and Land Management Departments to improve property records workflow and use/transparency of the county-wide parcel map.
- Assists Taxpayers Services, Assessing, Recorders and Land Management Departments with the review, approval and recording of minor subdivisions.
- Provide assistance, training, advice and guidance to engineers, planners, transportation technicians and geospatial staff in advanced and complex land surveying and geospatial principles, accepted industry standards and best management practices. Develops and implements Organization Process Assets, which may include standard surveying procedures, programs and processes for effective project management.
- Participates in consultant selection and reviews consultant deliverables to accepted County and industry standards.
- Performs and reviews complex professional land surveying calculations and descriptions for County infrastructure improvements. Determines, communicates, monitors and ensures survey data collection needs for complete analysis during design.
- Provides technical and professional support to field construction staff for transportation systems to ensure project construction will provide desired design results.
- Work with the Public Works Division Director to build and maintain the Public Works team work environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance is essential to the maintenance of a smooth and consistent work flow of the employee’s responsibilities and the functions of the department as a whole.
Minimum Qualifications
- Graduation from an accredited university or college with a bachelor’s of science degree in land surveying, geomatics or a related field.
- Currently licensed as a Land Surveyor in the State of Minnesota.
- Ten (10) years related and progressive work experience in land surveying, of which, five (5) years must be responsible supervisory experience and/or directing the work of others and licensed as a Land Surveyor in the State of Minnesota.
- Valid Class D Driver’s License or evidence of mobility.
