Job Summary:

Performs work of moderate difficulty in a professional planning position. This position specializes in Geographic Information Systems (GIS), database development/maintenance, mapping, and transportation planning studies. This position assists with research and the development of Comprehensive Plans, Bicycle and Pedestrian Plans, and transportation planning documents. The development of graphics, tables, charts and other illustrative materials including but not limited to 3D models, animations, brochures, and presentation materials are essential. Knowledge of website maintenance and design is also required.

Essential Duties:

  • Collects data, creates maps, and prepares other graphics for municipal and county transportation , land use plans, and land information plans.
  • Assists planning staff with writing smart growth plan chapters, creating presentations, and assisting with the facilitation of public meetings.
  • Oversees transportation GIS data, spreadsheets, and mapping projects.
  • Develops and maintains project documentation and metadata.
  • Conducts GPS data collection for bus stop inventory and other applications.
  • Creates new and modifies existing GIS data using GIS editing processes.
  • Performs quality control procedures to ensure GIS database integrity.
  • Develops and maintains the Brown County Planning & Land Services web site.
  • Develops components of comprehensive plans.
  • Develops and maintains databases and spreadsheets.
  • Creates maps, reports, and other graphics for the Transportation Improvement Program (TIP) for the Green Bay Urbanized Area, MPO Long Range Transportation Plan, and other planning activities.
  • Presents planning studies and graphics to staff, elected officials, and the public.
  • Assists with information gathering and writing grant applications.
  • Leads the development of and updating of bicycle and pedestrian related plans and projects.
  • Performs related functions as assigned

Education & Experience:

Bachelor’s degree with GIS experience and knowledge in information technology; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills, and abilities.

Knowledge, Skills & Abilities:

Knowledge

  • Knowledge of the principles, techniques, and objectives of transportation planning.
  • Knowledge of database management fundamentals.
  • Knowledge of basic statistical methods.
  • Knowledge of cartography principles.
  • Knowledge of and ability to utilize a computer and the required software.
  • Knowledge of urban design principles.
  • Knowledge of GeoDatabase design principles.
  • Knowledge of ArcGIS Desktop and Server.
  • Knowledge of scripting languages.
  • Knowledge of databases such as Microsoft Access and SQL Server.
  • Knowledge of Adobe software.
  • Knowledge of AutoCAD.
  • Knowledge of Federal Geographic Data Committee metadata standards.

Skills
