Job Description & Position Responsibilities:
The Wisconsin Department of Transportation is recruiting to fill a Urban and Regional Planner position. The vacancy is in the Division of Transportation System Development’s Southeast Region with headquarters in Waukesha, WI.
This position balances travel forecasting program needs and implementation of the Wisconsin Department of Transportation’s (WisDOT) Southeast (SE) Region based Geographic Information System (GIS) resources The incumbent assists the SE Region Travel Forecaster to coordinate and prepare travel projections/forecasts for a wide variety of projects in WisDOT SE Region including highway improvement projects, Traffic Impact Analyses (TIAs), corridor studies, long-range plans, and special studies. This position will assist in obtaining forecasts from the Southeastern Wisconsin Regional Planning Commission (SEWRPC), and help the Region’s engineering staff, consultants, and decision-makers interpret and apply the results of traffic projections/forecasts and other traffic analyses through informal written and verbal communications. The position is also responsible for understanding the issues associated with the traffic forecasting/projection process, reviewing the accuracy of forecasts/projections. Implementation of WisDOT SE Region GIS includes tasks such as data management, data processing, geospatial analyses, creating maps, graphics and applications, technical assistance, and project assistance.
Qualifications & Experience:
- Knowledge of traffic engineering, forecasting principles and techniques
- Knowledge of the capabilities and limitations of travel data collection equipment
- Knowledge of how travel data is used by other department programs
- Knowledge of field inventory policies, processes and techniques
- Knowledge of policy issues related to transportation, including, but not limited, to socio-economic, environmental, land use, and transportation impacts policy and familiarity with research and literature in these areas.
- Knowledge of policy analysis; planning and program evaluation principles, theories, and procedures.
- Ability to use GIS and Geographic/Geospatial computer applications for planning analysis and information presentation.
- Skilled in quantitative and conceptual analysis techniques including, but not limited to, those drawn from statistics, survey research, impact assessment, and fiscal and economic analysis techniques.
- Skilled in using descriptive statistical methods and methods of determining statistical associations and relationships.
- Knowledge of federal and state regulations concerning environmental, and socio-economic, and highway safety aspects of transportation planning and programs.
- Knowledge of state, federal, and local government organizational structures and interagency relationships that may be affected by changes in Department policies.
A qualified applicant will have the following: coursework in Transportation Planning and/or Geographic Information Systems, experience coordinating work within projects/studies/teams/etc. and experience working with ESRI software such as ArcGIS, ArcCatalog or similar.
In addition to the above, a well qualified applicant will have: professional experience in traffic forecasting, professional experience in creating geospatial data or database management/maintenance or experience performing policy analysis or program evaluation.
