Job Description:
Incumbent serves as GIS Director for the Information System Services Department, responsible for maintaining County geographic information system, assisting users, and developing applications.
Job Duties:
- Supervises and directs assigned personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline.
- Coordinates planning,
implementation and maintenance of geographic information system (GIS) throughout County departments/offices, including overseeing/monitoring construction and maintenance of features and attributes, system maintenance and backups, activity logs, and organized documentation files. - Coordinates development of GIS software applications within
county , involving configuring, designing, developing, testing, documenting applications, and resolving problems as needed. - Serves as chair of GIS Technical Committee and as
non-voting advisory member of GIS Policy Committee, including preparing and distributing agendas, attending meetings, and making recommendations/negotiating with various departments regarding GIS use and impact on County computer systems. - Assists with development of GIS systems in other Hamilton County jurisdictions, with emphasis on sharing data.
- Investigates and recommends GIS software and hardware alternatives.
- Prepares and presents progress reports to ISS Board and County Council, as requested.
- Administers department GIS budget, authorizing expenditures and ensuring cost-effective operations. Assists in preparing annual department budget, including reviewing current year and projecting GIS costs for next year, and submitting to Director of Technology.
- Periodically makes presentations to other organizations/jurisdictions to promote GIS technology, and assists in developing GIS, as requested.
- Periodically prepares requests for proposal, solicits and reviews bids for GIS services, recommends award to Board of Commissioners, and monitors services for contract compliance.
- Periodically attends job-related conferences and training.
- Performs related duties as assigned.
Job Requirements:
- Baccalaureate Degree in computer science, geography, mathematics, engineering, or related area, and a minimum of five years of related experience involving two years of management and three years of technical experience, or equivalent combination of education and experience.
- Working knowledge of and ability to make practical application of principles, practices, terminology and technology of GIS implementation and maintenance, including, but not limited to, object-oriented and linear programming, relational databases, computer operation, hardware maintenance, and software support.
- Working knowledge of and ability to make practical application of geography, cartography, relational databases, and basic functions and relationships of County departments.
- Ability to supervise and direct assigned personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline.
- Ability to properly operate a variety of standard office equipment.
- Working knowledge of standard English grammar, spelling and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments, county municipalities, engineering and mapping firms, utilities, school districts, libraries, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
- Ability to work on several tasks at the same time, often under time pressure, and complete assignments effectively amidst frequent distractions and interruptions.
- Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.
- Ability to competently serve the public with diplomacy and respect, including
occasional encounters with irate/hostile persons. - Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
- Ability to work alone and with others in a team environment with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.
- Ability to provide public access to or maintain
confidentiality of department information/records according to state requirements. - Ability to regularly work extended hours, occasionally work weekend and/or evening hours, and occasionally travel out of town for conferences/training, sometimes overnight.
