IT Project Manager

Position Summary:

TheDepartment of Natural Resourcesis hiringan IT Project Manager in theIS Business Automation – Specialistclassification within ourExternal Services Division. TheProject Managerwill be stationed in Madison.The customer base for this position is the entire ES Division staff, including 4 programs, colleagues throughout the Department and key partner groups statewide as well as corresponding programs at other local, state and federal agencies.

Duties & Responsibilities:

• This position leads project teams focused on developing specialized Information Technology (IT) applications to ensure the External Services (ES) Division and its partners are able to streamline their business functions.
• This position is part of a section of IT professionals at the Division-level.
• The position coordinates teams of IT/GIS developers and IT/GIS project managers across the division and support those staff to ensure they successfully follow the departmentƒ??s policies and process for application/database development, maintenance and management.
• The position requires a strong knowledge base and experience: managing IT application development efforts; understanding and managing data architecture; serving as a business analyst with the aptitude and desire for creating solutions; consulting with Bureau of Technology Services (BTS) staff and customers, negotiating solutions, mentoring other developers in the division and working on development teams to integrate complex IT solutions in desktop, mobile, GIS and web environments.
• The position independently completes advanced analyses (feasibility, cost-benefit, systems requirements) and interprets business requirements for technical staff and contractors.
• The position plans and manages application development and assists with budgets through the entire project life cycle for the portfolio of IT projects in the ES Division, following the ES Division IT project review process.
• The position ensures that ES Division IT applications meet department and enterprise standards.
• This position maintains contemporary knowledge and expertise by staying abreast of current research and maintains an effective professional network.

Qualifications:

Required

• Experience participating on a project team through the entire IT project life cycle
• Experience translating/ interpreting, organizing and documenting business needs and requirements for IT systems and business solutions.

Preferred

• Experience participating in information system management activities: including roles and responsibilities with database and system analysis, management, testing, training, etc.
• Experience/ expertise in business process analysis and project management methodology
• Project Management Certification, PMBOK, or completed course work
• Have experience conducting end-to-end data analysis including:
  • Identifying the business question/need,
  • Identifying potential areas to be analyzed,
  • Drawing conclusions and developing recommendations,
  • Drafting presentation materials and
  • Presenting results to customers.
• 5. Have worked with data across a variety of platforms.
