Job Summary:

As theGISLead Developer you will provideleadership in the application development of Geographic Information Systems (GIS) with data sources from multiple County, State and Federal agencies. You will also be developing a functional library of enterprise GIS processes, services and data; maintaining and administering enterprise software; promoting GIS standards and policies to serve the geospatial needs of Minnesota.

Qualifications:

Minimum

Position requires a minimum of four (4) years of application development experience in Geographic Information Systems (GIS) applications.

Experience must include:

  • GIS technologies such as Esri ArcGIS software and other GIS Software such as ArcGIS Desktop Suite, ArcGIS Online, ArcGIS Server Suite
  • Database design and management such as DB2, Oracle and Microsoft SQL
  • Web site development including web programming languages such as Java, JavaScript, HTML and XML
  • Development of python scripts

A Masterƒ??s degree in Information Technology or a related field substitutes for three years of experience, or a related Bachelorƒ??s degree substitutes for two years, or a related Associateƒ??s substitutes for one year.

Preferred

  • Four or more years applications development experience with five years in GIS application development.
  • Advanced GIS concepts and techniques including modeling and analysis techniques.
  • Geographic data sources, geo-referencing approaches and complex GIS data structures.
  • Concepts of cartography, including map design, coordinate systems, projections, scale, map classification schemes and resolution.
  • Statistical analysis techniques and quantitative geographic analysis methods.
  • Experience developing and deploying services to ArcGIS server
  • Communication and human relationship skills are essential to communicate and deliver quality training.
  • Public presentation skills to a wide audience of diverse professional and technical staff.
  • Project management and group facilitation skills to lead GIS application development.
  • Ability to interpret internal and external client needs and the translation of those needs into data collection and application development work plans and projects.
  • Ability to write clear, concise reports, promotional materials and documentation.
  • Successful participation of the State of Minnesota Star of the North Fellowship program.
