Job Summary:

This opening is in the Marathon County Conservation, Planning & Zoning Department.Employee in this positionadministers and enforces the non-metallic mine reclamation code and provides zoning assistance to residents and town boards. Work includes comprehensive zoning, shoreland, wetland, and flood plain zoning. This employee also assists with other land and water programs in the department.

Duties & Responsibilities:

  • Reviews reclamation plans for compliance with state and county codes. Inspects mine sites to verify accuracy of information contained in the reclamation plans.
  • Determines the amount of financial assurance necessary to insure site reclamation if the operator defaults. Determines and collects annual permit fees.
  • Conducts regular annual inspections of all mining sites to insure compliance with the terms of the permit and the code. Evaluates the success of mine reclamation and compliance with reclamation plan.
  • Conducts special inspections of sites to investigate alleged violations; prepares necessary documentation, enforces ordinance, and, if needed, testifies in court.
  • Informs people making applications for permits of the various ordinance requirements as well as providing information to consultants, licensed professionals, and the public.
  • Cooperates with various local, state, and federal agencies on proposed, active or reclaimed non-metallic mine sites. Prepares reports and documentation as necessary.
  • Serves as lead staff liaison to the Marathon County Board of Adjustment (BOA). Provides technical information, presents relevant information for the BOA to make informed decisions on conditional use permits, variances, appeals, and other related assistance to the Board of Adjustment as needed.
  • Plans, schedules, and arranges BOA meetings, communications, and determinations.
  • Conducts public hearings. Addresses various governmental units and community groups relative to program responsibilities.
  • Fulfills the duties of the Zoning Administrator in their absence.
  • Responds to questions from the public and governmental officials related to the work of the Conservation, Planning & Zoning Department.
  • Develops solutions to work issues that add value for our customers.
  • Participates in establishing professional development goals that are supportive of broader County goals.
  • Maintains regular and predictable attendance.
  • Performs related work as required.

Education & Experience:

Bachelorƒ??s degree insoil science, environmental engineering, natural resources management, land use planning, geography, or a related field, and 3 years related experience;OR equivalent combination of closely related education and work experience. Experience with geographic information systems desirable. Requires possession of a driver’s license and a driving record that meets County standards.

Knowledge, Skills & Abilities:

  • Thorough understanding of the principles, practices, and costs necessary to stabilize and re-vegetate drastically disturbed lands;understanding of plant communities to stabilize reclamation sites.
  • Thorough knowledge ofnon-metallic mining and conservationbest practices.
  • Ability to provide guidance, assistance and/or interpretation to others, such as co-workers and the public, on how to apply policies, procedures, and standards to specific situations.
  • Understanding of the principles of soil science, restoration ecology,hydrology, hydrogeology, and geology.
  • Ability to identify wetlands and their boundaries.
  • Familiarity with principles and codes pertaining to comprehensive, shoreland, wetland, and floodplain zoning as well as private onsite waste system programs.
  • Ability to utilize a wide variety of reference and descriptive, advisory and /or design data and information such as statutes, procedures, ordinances, technical standards and non-routine correspondence.
  • Ability to develop long term, productive relationships with town officials, operators and owners of non-metallic mines, partner agencies, and other CPZ customers. Includes the ability to pursuade, convince, influence, train, and monitor in favor of a desired outcome. Requires the ability to act as a lead person in most situations.
  • Ability to treat people in an honest, kind, and respectful manner in all situations, while still achieving desired outcomes.
  • Ability to effectively communicate orally and in writing with other professionals, other County employees, and the public.
  • Knowledge of geographic and geological principles.
  • Knowledge of land use principles, zoning, wetlands, and floodplains.
  • Knowledge ofsoil science andland and water conservation principles.
  • Knowledge and skills using Geographic Information System (GIS) and software.
  • Ability to exercise judgment and situational reasoning, applying logic to complex and abstract problems.
  • Skill in developing professionalrelationships with other partner agencies and with CPZ customers.
