Job Summary:
Waushara County is currently accepting applications for a full-time Director for the Land Conservation & Zoning Department.This positionleads, directs, manages, and develops procedures, operations, and personnel of the Land Conservation and Zoning Department, including administration and enforcement of all pertinent codes within the jurisdiction of the Department.Develops strategies and best practices to protect soil, landscapes, and water that promotes healthy people, a healthy environment as well as a healthy economy.
Responsibilities:
- Directs, administers and manages the operations and personnel of the Land Conservation and ZoningDepartment. Develops and monitors internal policies, and proposes the department??s annual budget.Supervises staff, and provides instruction, training, goals and evaluations. Evaluates processes, workassignments and develops improvement plans. Responsible for development of the Department budget andoversees fiscal management.
- Interprets and enforces all county land use ordinances and related state statutes and administrative codes.Provides direction of soil and water conservation programs. Issues permits in accordance with all applicablecodes, and facilitates public hearing applications so interested parties can obtain all permits, variances, andzone changes required to have public review.
- Administration and enforcement of the general zoning, shoreland/wetland, animal waste storage facility,non-metallic mining, floodplain, subdivision, sanitary, and uniform addressing codes for all unincorporatedand, in the case of private sewage systems, all unsewered areas of the county, with maintenance of allrelated maps. Issues land use permits, conditional use permits, animal waste storage facility permits, andcertificates of compliance for the aforementioned codes. Monitors permits and installations for compliancewith submitted plans and all operation and maintenance requirements and best management practices.Ensures compliance with state and federal regulations.
- Oversees the investigation of complaints, preparation of notices of noncompliance, and orders of correction;referrals to Corporation Counsel and proper enforcement of all related codes.
- Assists affected municipalities in reviewing and updating zoning and other land use maps, including theWisconsin Wetland Inventory and Flood Hazard Boundary maps.
- Builds partnerships with strategic groups, (Lake Associations, Management Districts, Sanitary Districts,DNR, DATCP, DSPS, USDA, FSA, FEMA, DOA and other special purpose units of government) inzoning, sanitation, subdivision, floodplain, soil and water conservation and other land use concerns tofurther the Department and County??s mission.
- Works with other Waushara County Departments including, but not limited to, Health, Highway, Parks andSolid Waste, GIS, Administration, Register of Deeds, Veterans Services, and Human Services, to facilitatethe best outcomes for Waushara County landowners when multiple jurisdictions are involved in remedyingthe situation.
- Assists landowners in receiving grants, loan or tax credits under Waushara County Farmland PreservationPlan, Wisconsin Fund, CDBG, Lake Planning Grants, and other programs that may become available.Ensures compliance with the Land and Water Resource Management Plan.
- Monitors and records all reporting requirements of the state including mandatory maintenance of privatesewage systems, floodplain development compliance.
- Responsible for arrangement of and attendance at all necessary meetings and public hearings includingattendance of meetings and hearings of the Waushara County Planning & Zoning, Waushara County LandWater and Education Committee, Waushara County Board of Adjustments, Waushara County LandInformation Council and Waushara County Land Use Planning Committees. Other meetings may berequired as projects or needs arise.
- Responsible for the assignment of all uniform addressing numbers in the unincorporated areas of WausharaCounty, the custody and upkeep of related maps and records and assistant in the administration of theUniform Addressing System Ordinance.
- Maintain files and related records of all proceedings of the Waushara County Planning & Zoning (P&Z)Committee, Waushara County Board of Adjustments and Waushara County Land Water and EducationCommittee. Maintain files and related records of certified lowest floor and regional flood elevations, andwater surface profiles. Responsible for custody and the maintenance of the Waushara County DrainageBoard records, related court orders and drainage district boundary information.
- Maintains regular and predictable attendance.
- Promote, get along and work in harmonious relationship with others, including but not limited to outsideagencies and county departments.
- Able to perform duties, follow policy and procedures, and make decisions independent of direct supervision.
Qualifications:
Education, Training and Experience
- Bachelor of Science degree in Environmental Sciences, Natural Resources, Planning, or related field.
- Certification in soil testing and plumbing II inspector through State agencies. Continuing education throughstudy of new laws and ordinances.
- Seven to nine years?? experience in soils and/or hydrology, resource planning, working with the public, andmunicipal zoning and planning experience. One to three years?? experience in supervision preferred.
Knowledge, Ability and Skills
- Ability to direct a major organizational unit that has significant internal and external interaction.Recommend ordinance revisions and updates as necessary.
- Knowledge of legal descriptions, soil science, surface hydrology, hydrogeology, wetlands, floodplains,physical geography, geology, land use and environmental concepts.
- Ability to communicate orally and in written form. Work with the public from a regulatory position.Mathematical ability including basic algebra and geometry.
- Analyze investigative situations. Ability to exercise judgment, decisiveness and creativity requiredin critical and/or unexpected situations involving moderate risk to the County.
- Ability to operate certain field equipment. Ability to operate a variety of office equipment includingcomputer, digital telephone, etc.
- Ability to read and interpret State Statutes, administrative code and county ordinances.
- Ability to work with other departments, public officials, municipalities, lake organizations, legalcounsel and special purpose units of government.
- Proficiency in Microsoft Office products, Outlook and Excel. Knowledge and experience with ESRIproducts including ArcGIS.
Responsibility and Authority
- Supervision of employees. Filing of all permits issued. Maintenance of all office and field recordsand equipment.
- Create and maintain a systematic retrieval system for all land use records.
- Must have valid driver??s license and access to reliable vehicle with appropriate insurance coverage.
Working Conditions
- Hours include regularly scheduled night meetings and possibility of some weekend work.
- Tasks are regularly performed in office setting. In and out of county travel is required, and exposureto construction sites and seasonal weather conditions is necessary for on-sites and inspections
