Position Summary:
This position is responsible for the administrative oversight, visioning, leadership, planning, coordinating and management of the Resources Management Division for the Community Development Department. This position manages and directs the operations of the Division, under the direction of the Community Development Director. Departmental supervision is exercised over all personnel within the Division. This Division includes Land & Water Conservation, Environmental Education, Farmland Preservation, and Recycling programs.
Duties & Responsibilities:
- Directs the work of and manages the staff of the Division. Interviews and recommends new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Organizes and directs the day-to-day operations of the Division in areas of natural resource protection and improvement; county-wide recycling education, programs, grants and initiatives; environmental education regarding water quality protection and invasive species management.
- Provides leadership and management to all assigned staff.
- Develops and recommends annual division budget to the Director; forecast necessary funding for staff, equipment, material, and capital improvement plans. Monitors budget throughout the year.
- Develops, administers and implements the County Land and Water Resource Management Plan, Solid Waste Management Plan and Lake Management and Watershed Management plans.
- Oversees and provides technical assistance to farmers, rural landowners, agricultural producers, lakeshore residents and local government units to protect and improve natural resources.
- Implements policies and procedures for administering the Resource Management Division. Evaluates current processes for improvement opportunities, best practice models, and administrative compliance.
- Oversees grant application processes and implementation; completes required reporting for County, State and Federal agencies. Prepares annual Soil and Water Resource Management Grant and County Aids Grant reports and applications and administers these grants for staffing and specific practices and projects.
- Administers and enforces the County Recycling Ordinance; Attends and assists with recycling activities.
- Investigates and responds to complaints from the public on natural resource management issues and other environmental concerns; enforces or directs the concerns to proper departments or agencies.
- Administers and provides environmental education programs including annual speaking and poster contests, invasive species demonstrations, surface and groundwater protection, recycling and composting, and soil and water conservation to the public school groups, civic groups and others interested in conservation, natural resources, invasive species and recycling.
- Reports as needed to the Director on operations and services.
- Develops and presents studies and plans to County committees, the County Board, local governing bodies and public hearings; provides recommendations as needed.
- Works with Land Use and Planning and Land Information Divisions, Corporation Counsel, Public Health, and consultants in the area of land use issues.
- Serves as liaison and County representative with County conservation programs, professional organizations, associations, and state and federal agencies including non-profit organizations.
- Other duties as assigned.
Knowledge, Skills & Abilities:
- Comprehensive knowledge of the principles and methods of conservation, farming practices, land management, invasive species and recycling.
- Comprehensive knowledge of the principles and practices of public administration with special reference to personnel and budget administration.
- Knowledge of water quality techniques, non-point elements and cost-effective management.
- Ability to develop and execute land, water, and recycling programs, activities and facilities.
- Ability to establish and maintain effective working relationships with and explain conservation principles to governmental officials, volunteers, community groups, associates and the public.
- Knowledge of management and supervisory practices & principles.
- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to plan, develop, implement, and evaluate projects and programs.

- Considerable knowledge of modern office practices and procedures.
- Ability to analyze and prepare organizational and functional reports from research data.
- General knowledge of standard office procedures, practices, equipment and office assistance techniques.
- Ability to effectively utilize Microsoft Office Suite, GIS and AutoCAD software.
- Knowledge of the County and department programs and policies.
- Knowledge of the use of a multi-line telephone system.
- Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.
- Ability to work the allocated hours of the position.
Education, Experience & Other Qualifications:
- Bachelor’s degree in soil and water conservation, natural resources management, environmental engineering, or closely related field.
- Minimum of seven (7) years’ experience administering land and water programs.
- Three (3) years previous supervisory experience.
- Must have Soil Erosion Control Inspector Certification upon hire. Agriculture Engineer Practitioner Certification is preferred.
