Job Description

This is a technical staff position responsible for the ongoing development and maintenance of the Facilities, Ground & Construction Management records. Work involves utilizing GIS (geographic information system) software, computer aided drawing (CAD) software and data management and reporting software to maintain records. Work is performed under the general supervision of the Director of Facilities and Grounds.

Duties & Responsibilities:

  • Maintains and updates the City’s construction records as they relate to facilities including electrical, plumbing, HVAC, architectural, civil and many other related disciplines using databases and GIS software.
  • Maintains all documentation as it relates to all projects, warranties, contracts, specifications, user manuals, etc. for assets managed by department.
  • Develops and maintains Departmental standards and procedures for construction plan workflow processes from field data collection and processing through final plan production.
  • Provides quality control and technical support to FGCM staff during construction plan production and records management.
  • Stores electronic copies of as-built construction plans into the City’s document handling software.
  • Troubleshoots FGCM AutoCAD drafting and records management issues.
  • Creates thematic and comprehensive maps for analysis, quality control, presentations and distribution.
  • Supervises FGCM seasonal support staff.
  • Acts as liaison between Facilities, Grounds and Construction Management and Technology Services to ensure compatibility of data for integration into City’s GIS
  • Maintains regular punctual and predictable attendance, works overtime and extra hours as required.
  • Prepares maps and documentation authorized for release to the public.
  • Works on special engineering projects as assigned.
  • Assists project management staff in the administration of projects.
  • Works with architects and engineers to ensure records are being documented and provided and required by contract.
  •  Assists public with all records requests.

Qualifications:

Bachelor’s degree in GIS, Facilities Management, Project Management or related field with at least 2 years of experience, or any equivalent combination of education, experience and training which provides the following knowledge, abilities and skills:

  • Extensive knowledge of computer capabilities and programs.
  • Ability to use and interpret electrical, HVAC, mechanical, architectural, civil, etc. engineering information, statutes and related terminology.
  • Thorough knowledge of cartographic principles and procedures.
  • Knowledge of, and the ability to work with, other existing data sources.
  • Experience using a variety of GIS and CAD software.
  • Ability to prepare a variety of documents including technical reports, maps, procedure manuals, metadata and other correspondence.
  • Ability to comprehend and interpret a variety of GIS documents.
  • Ability to maintain confidentiality.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to work effectively in a team setting.
  • Ability to understand and carry out complex oral and/or written instructions.
  • Ability to work effectively with minimal supervision and conform to deadlines.
  • Ability to sustain prolonged visual concentration.
  • Ability to communicate effectively both orally and in writing.
  • Possess and maintain a valid Wisconsin driver’s license.
