Job Summary:

This is an entry-level position involved in developing, maintaining, and planning of core Rochester Public Works Geographic Information System (GIS) infrastructure datasets as well as providing GIS support to the staff utilizing this information. Core responsibilities include infrastructure mapping, figure creation, database development and management, and hardware/software support. The GIS Technician will provide support to the GIS group with responses to citizen, consultant and developer requests for data, and will also satisfy requests for high quality maps for meetings, studies, citizen requests, department web pages, and fieldwork. RPW primarily uses ESRI ArcGIS software for the completion of these duties, but also utilizes other custom-programmed and commercial databases to manage program tasks.

Duties:

Under guidance of the GIS Coordinators perform continual maintenance of the City of Rochester Infrastructure Layers including, but not limited to the following:  sanitary features, storm sewer features, traffic and signs, curbs, paths and sidewalks, and flood structures. 

  • Perform feature creation, attribution, and updates within GIS datasets.
  • Perform queries and quality control processes to ensure data integrity.
  • Georeference raster datasets as needed.
  • Perform data conversion between coordinate systems.
  • Perform data conversion between CAD (Autodesk) drawings and GIS (ESRI).
  • Create and maintain consistent metadata for departmental data sets.

Assist in the support and maintenance of business processes that utilize GIS to track asset status, condition and history as well as compliance and enforcement program records such as snow removal, sidewalk inspection and replacement, connection inspections, and various other work processes.

  • Perform GIS attribute and feature updates for layers required by specific programs.
  • Perform geoprocessing tasks to analyze existing data sets to identify areas of interest.
  • Create printed and digital map products, including large format, map book, report and web exhibits, as well as map documents.
  • Assist with conversion and migration from text based data files to structured records within GIS and related databases.
  • Assist with generation of mailing lists and mail merge processes for program correspondence and mailings.

GPS (Trimble) Technical Support

  • Assist with solving technical issues regarding GPS units, including troubleshooting, connections, version upgrades, and license issues.
  • Setup and configuration of field wireless network (Wi-Fi) devices.
  • Aid in creating data dictionaries for data collection and data transfer and processing into GIS feature data sets.

Technical support to COR GIS users

  • Work with staff when technical issues arise to help determine and solve problems.
  • Assist the GIS Group with preparation of standard operation procedures.

Qualifications:

Required

Bachelor’s degree in Geographic Information Systems (GIS) or related field such as Geography, Environmental Science, Planning, Civil Engineering, Natural Resources, or Computer Science, with an emphasis in GIS coursework and training AND 1 year of professional GIS experience.
OR
Associates degree in Geographic Information Systems (GIS) or related field such as Geography, Environmental Science, Planning, Civil Engineering, Natural Resources, or Computer Science, with an emphasis in GIS coursework and training AND 5 years of professional GIS experience.

Preferred

  • Experience with network operating systems and Microsoft Office programs.
  • Experience reading and discerning CAD construction plans related to public infrastructure projects.
  • Experience with python scripting and/or ModelBuilder skills.
  • Experience with SQL expressions.
  • Experience with data collection from Trimble GPS units and importing collected data into GIS.
