Job Summary:
Arora Engineers, Inc., a growing, dynamic engineering company, is seeking a GIS Project Manager, centered on the airport industry, as a full-time position in Minneapolis, MN. This is a new position where the successful candidate will have technical knowledge of GIS and the development of GIS solutions for airports or similar organizations.
Responsibilities:
Overall
Responsible for leading and coordinating the emergence and growth of an Enterprise GIS for the Minneapolis Airports Commissions (MAC). Successful candidate will work closely with airport staff and consultants to define and achieve data, technology, and program governance objectives. The position will report to Arora’s Geospatial Practice Lead, but also receive direct guidance from the MAC Enterprise GIS Program Manager. Support of other Arora aviation GIS projects, initiatives, and marketing efforts may also be required at times.
Primary
- Coordinate and lead the emergence and growth of an enterprise GIS that builds upon existing data and applications implemented at MAC to extend GIS data and capabilities to departments across the organization.
- Coordinate all GIS activities at MAC to ensure that the overall goals, policies, and procedures established for the program are properly executed.
- Develop and manage overall Enterprise GIS Program plan, taking input from MAC GIS Program Manager, Steering Committee, and Technical Committee.
- Lead and coordinate stakeholder engagement program to ensure that the needs of all MAC staff, consultants, and stakeholders are met to the extent possible based on program priorities and budgets.
- Assist GIS Data Coordinator with the delegation of data, technical, governance, and support tasks to Arora team members, as well as other MAC consultants as requested by MAC.
- Monitor and report on program progress as indicated by Key Performance Indicators (KPIs), program schedules, and budgets.
- Responsible to ensure GIS technical systems and applications are available, secure and life-cycled.
- Coordinate GIS application development.
Education & Experience:
- Bachelor’s Degree required, preferably in geography, urban planning, geographic information systems, or related field. Advanced Degree preferred.
- 8 years or more experience in applying GIS systems software to address the needs of large organizations, including experience leading GIS implementation projects or programs OR equivalent combination of education and experience.
Technical Skills
Although the position is primarily focused on leadership and program management, hands on data development, programming, database, and/or other related technical skills listed below are important as well.
- Design and Implementation of Esri’s Enterprise experience (Portal, Server, SDE)
- Familiarity with customizing web maps and applications using ArcGIS Online for Organizations and/or Portal for ArcGIS is a plus
- Understanding of spatial data concepts, projections systems, geo-databases, topology and relational databases
- Familiarity with CAD concepts and data. Experience using AutoCAD, is a plus
- Familiarity with Extract, Transform, and Load (ETL) software.
- Experience with Geocortex Essentials is a plus.
- Ability to define GIS functional requirements.
- Ability to establish test plans to check that functional and technical requirements have been met.
- Database experience PostgreSQL is a plus
- GIS application development experience
- Knowledge of GIS application life-cycle development.
- Knowledge of FAA’s Airport GIS Program, is a plus.
- FAA IDLE Certification in Airport GIS a plus.
Organizational Skills
The primary skills required to fulfill this position support the ability to lead and manage a large, multi-year program, at a complex and dynamic organization, which include at a minimum, the characteristics as listed below.

- Ability to create and maintain productive relationships with employees, clients and vendors
- Experience working in large, multi-faceted, and dynamic organizations. Airport experience a plus.
