Job Summary:
This position serves as a Forestry GIS Data Specialist in the Bureau of Forestry Business Services serving 500+ Division of Forestry (FR) employees. Under general review, the GIS Data Specialist works under the guidance of the Geographic Systems Team Leader developing and managing GIS vector and raster data to meet needs of FR operations and services programs, as well as partners and the public. The position will work independently on assignments including researching needs and performing complex GIS analyses. The position requires comprehensive knowledge of GIS technologies (specifically ESRI), concepts, and application as well as strong analytical and data management skills.
Duties:
- 40% Conduct complex GIS analyses.
- Research and analyze geospatial data options and provide technical review and analysis.
- Provide GIS expertise on teams made up of IT/GIS and/or program professionals.
- Use python programming for automation of tasks.
- Create and organize detailed documentation of GIS procedures.
- 30% Manage FR GIS vector and raster data.
- Develop and maintain geospatial data (vector and raster) and documentation following established standards and guidelines.
- Create and manage web map services used in custom FR desktop and mobile applications used by staff, partners, and the public.
- Identify and implement policies and procedures to manage and improve FR staff access to various vector and raster datasets.
- Administer FR GIS libraries (SDE, shapefile, geodatabase, aerial imagery) to ensure current and accurate data.
- 20% Perform backup DNR FR Aerial Photography Program management duties.
- Manage and improve access to imagery by staff, partners, and the public considering ease of access, cost, and technical limitations.
- Assist with contract development, project management, and product delivery.
- 10% Participate in all phases of application testing for FR custom applications or commercial solutions
Qualifications:
Required
- Experience (professional level) in natural resources using ESRI’s ArcGIS technologies, (ArcGIS 10.x) including the use of Spatial Database Engine (SDE), shapefile, geodatabase, spatial analyst tools, spatial statistic operations, and other data management tools.
- Beginning experience with python programming for automation.
- Experience or training in database development, creation, queries, and maintenance.
- Ability to work independently and in a team of IT and or GIS professionals, perform detail tasks with a high level of accuracy, tracking progress and documenting results.
Preferred
- Experience with relational databases (SDE, Oracle) and querying (SQL). Experience with Toad for Oracle software a plus.
- Experience with ESRI’s ArcGIS Pro.
- Knowledge of GIS mobile applications Avenza, GISPro, Geoviewer, or similar.
- Knowledge of cartographic concepts, and the ability to create maps for forestry staff and the general public.
