Job Summary:
This position is responsible for providing overall leadership to the Office of Land Management (OLM) regarding technical engineering, land surveying, real estate guidance, and administrative direction so that staff are trained and resources effectively utilized in support of the agency’s mission.
Duties of the position include developing and maintaining OLM’s budget, goals, policies and procedures; providing overall managerial direction to MnDOT districts and OLM right of way and surveys staff; providing managerial direction to staff regarding the delivery of geodetic control, right of way platting and mapping, legal descriptions, and Commissioner’s Orders; proving guidance to keep MnDOT at the forefront and a recognized leader in the field of survey, GIS, and mapping technology; and ensuring that the office’s policies, procedures, and operations are effectively implemented and maintained within the agency.
Qualifications:
To qualify, you must have a current registration as a Professional Civil Engineer or Land Surveyor with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID) and be currently or formerly classified for a minimum of three years as an Administrative Engineer Senior (20M); Administrative Engineer Management (18M); or an equivalent engineering leadership position in a complex engineering and management setting.

Demonstrated ability to lead change and maintain a strong team environment.
- Technical Expertise: Experience which demonstrates a broad understanding of the technical areas affecting land surveying, mapping, right of way layout and design, land acquisition and property management. Experience which demonstrates a broad understanding and support for project management.
- Fiscal and Human Resources Management: Experience which demonstrates a broad understanding to ensure effective utilization in accomplishing work with the ability to develop and manage budgets, allocate resources and willingness to implement different effective service delivery models.
- Policymaking and Strategic Direction & Initiatives: Experience developing and implementing innovative policies, practices and strategic directions and initiatives and substantial knowledge of and experience with the legislative process.
- Relationship Building: Demonstrated ability to collaborate with a wide variety of stakeholders; experience building and maintaining effective working relationships with internal and external partners.
