Job Summary & Duties:
Minnesota IT Services is seeking an advanced IT project manager to join their Enterprise Services Project Management Office. This position will provide project management services for large, complex geospatial information technology projects and help other project managers to mature their use of project and program management standards and methodologies.
The ideal candidate will be a seasoned project management professional with a successful track record of leading information technology projects through the entire development life cycle, from requirements analysis to rollout.
You will assist Department of Public Safety (DPS) with the creation, coordination and implementation of NG9-1-1 requirements and will provide strategic input on GIS requirements associated with the implementation and creation of the new NG9-1-1 system at the state and national level.
In this role, you will serve as a liaison between the 911 community, service providers and State. This includes meeting with PSAP representatives, local government GIS staff and other stakeholders. You will work with State GIS technical experts in the development and implementation of the NG9-1-1 ESI-net across a diverse set of systems/programs.
Qualifications:
Required
- This position requires a minimum of four (4) years of project management experience which must include the following:
- Working knowledge of the theory, principles, and practices of project management disciplines; (PMI, Agile/Scrum, RUP, PRINCE2, PRISM, etc.)
- Experience reporting on project activities during all phases of the project life-cycle, including project costs and resource allocation using project and project portfolio management tools
- Broad knowledge of IT products and services sufficient to lead large and complex IT projects
- Experience working with a diverse group of stakeholders (e.g. Management, Team Leads, Project Managers and technical staff) as well as the ability to facilitate discussions and lead decision-making with cross-functional teams
- Knowledge and use of GIS technology including: GIS software, geospatial data and applications, standards, metadata, web-based technology, service oriented architecture concepts
- Experience maintaining GIS projects which must include significant experience specifically with complex information technology. At least three projects should be related to maintaining GIS data for a 9-1-1 center
- A valid driver license for travel between agency based offices
- Project Management Professional (PMP) Certification required within 18 months
Preferred
- Bachelor’s degree in Geography, Computer Science, Information Technology, or related field
- Knowledge of address standards (FGDC, NENA, etc.), geocoding and verification techniques, etc.
- Knowledge and experience with large scale GIS data collection, aggregation and coordination initiatives
- Knowledge and experience with E-911 call centers including E-911 police, fire/EMS dispatch and emergency response operations
- Working knowledge of National Emergency Number Association (NENA) i3 NG9-1-1 related standards
- Knowledge and experience with NG9-1-1 technology, dispatch equipment, 800MHz radio systems
- Emergency Number Professional (ENP) certification
- Experience as participant in National Emergency Number Association (NENA) i3 standards development or working groups related to GIS
- PMP Certification or other credentials such as Agile/Scrum Master
- Experience managing software development projects using a formal life cycle methodology or framework; i.e. waterfall, agile, and prototyping.
- ITIL certification
