Job Summary:

The Senior Survey Technician assigns work to, supervises and participates in the activities of a survey crew in performing technical work of surveying, preparing maps and plans and preserving and perpetuating the County Survey monuments and records.  The Senior Survey Technician also recommends, develops and implements policies and procedures in response to advances in software and hardware.

Duties & Responsibilities:

  • Performs office and field surveys and sells maps and aerial photos.
    • Performs mathematical survey and right-of-way computations;
    • Checks plats for boundaries, acreage, accuracy and rectitude of description;
    • Conducts research, including reviewing government documents, abstracts, deeds and prior surveys, to determine location of existing monuments;
    • Programs computer-aided drafting system (CAD) templates;
    • Researches and recommends hardware and software programs for use on projects;
    • Troubleshoots and resolves field equipment and software problems;
    • Provides instruction to subordinates on use of instruments and surveying methods and techniques;
    • Responds to questions from private surveyors and County residents, in person or by phone, on location of government corners and survey-related issues;
    • Prepares reports and maintains records of corners;
    • Sells maps and aerial photos to County residents and general public.
  • Plans, designs and constructs maps, plans and schematics.
    • Researches abstracts, deeds and government documents;
    • Prepares legal descriptions of tracts and parcels;
    • Drafts Certificates of survey for review by County Surveyor;
    • Reviews calculations and surveys drafted by Survey Technician’s;
    • Works closely with Right of Way Agent and County Attorney by preparing descriptions for highway acquisitions and vacations.
  • Using independent judgment provides supervision and leadership to Department personnel under the span of control.
    • Makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees;
    • Sets goals and objectives for others to work toward and monitors performance;
    • Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for assigned employees;
    • Provides training and work direction; ensures that each employee:
      • Knows and follows Department and County rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
      • Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
      • When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner;
    • Plans the work schedule to meet Department demands and to limit overtime costs to reasonable and necessary levels;
    • Encourages employee growth and development by providing or encouraging learning opportunities;
    • Assesses staff development needs and directs the provision of staff training.
  • Contributes to the development of the Department budget.
    • Provides informed input on matters relating to the annual operating and multi-year capital budgets;
    • Research of items to be purchased for Department use and provide recommendations.
  • Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    • Interacts with others in the work unit, other County Departments and agencies, survey and real estate professionals, and the general public to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs.
  • Performs other duties and activities as assigned.

Qualifications:

  • Knowledge of the laws, principles and practices of land surveying;
  • Knowledge of the procedures involved in land record registration and filing;
  • Knowledge of the practices, equipment and techniques of drafting and map preparation;
  • Knowledge of mathematics of surveying;
  • Ability to use surveying and drafting instruments and perform computer computations through use of survey software;
  • Knowledge of or ability to learn County government work flows and processes;
  • Knowledge of and ability to operate standard office equipment, including computer and software programs;
  • Proven leadership qualities with ability to motivate employees;
  • Attention to detail and ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances;
  • Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences, and reading comprehension skills sufficient to understand and interpret legal descriptions and survey records and maps;
  • Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships.
