Job Summary:
The person in this position will be responsible for the coordination, development and maintenance of Ashland County’s Geographic Information System (GIS).
Duties:
- Coordinate GIS efforts with all county departments and other local municipalities of Ashland county.
- Perform spatial analysis, address geocoding, linear referencing, image geo-referencing, raster analysis, SQL data queries, table joins, and table relates to produce GIS-based results for projects and requests.
- Develop web mapping and server database technologies to further increase access and data sharing of land information with public and county cooperators.
- Serve as county land information officer, pending approval of the Ashland County Board. This would include chairing the county land information council and performing WLIP data submittals.
- Responsible for the coordination, implementation and maintenance of the county’s Land Information Plan.
- Responsible for the development, installation and maintenance of all county GIS databases, related infrastructure and GIS software in coordination with county Information Technology staff.
- Maintain, update and improve county parcel mapping and associated data sets.
- Assist in creating county plat books.
- May be responsible for providing group or one-on-one basic staff training on the use of GIS and county GIS datasets.
- Prepare maps in digital and hard copy format for the public, other departments and other political subdivisions as needed.
- Answer questions and respond to data requests from the public, private sector professionals, Ashland County staff and other government agencies on land records-related topics.
Qualifications:
- Bachelor’s degree in GIS, geography, cartography, surveying, engineering or related field and minimum of one year experience working as a GIS professional. A candidate with an associate’s degree and a minimum of five years’ experience may be considered.
- Extensive knowledge and experience using Esri products, including ArcGIS Desktop software and extensions, ArcGIS Online, ArcGIS Pro, and data collection apps.
- Knowledge of legal descriptions, COGO, surveying principles, PLSS, legal documents relating to real property ownership.
- Experience working with and processing LIDAR point cloud data for landscape analysis.
- Experience developing and working with web mapping technologies.
- Experience using GPS devices for field data collection.
- Experience using Microsoft Office Suite.
- Effective oral and written communication skills.
- Effective customer relations.
- Significant computer and software knowledge and experience.
- Valid driver’s license.
- Ability to pass a background check.
