Job Summary:
Ramsey County Public Works Department – Land Survey Division has job openings for the position Engineering / Surveying Technician 4. These are high-level technical positions under the direction of the County Surveyor. These positions require individuals possessing a unique blend of land survey technical skills and knowledge related to survey division project delivery areas of document review, document production and survey evidence and data collection. While coordinating and supervising a specific project delivery area, successful candidates must also possess the desire and ability to work across lines in all the delivery areas.
Duties:

- Assist in the preparation of the department’s budget by projecting needs and monitoring expenditures.
- Coordinate and lead preparations of construction plan documents Process and obtain federal and state aid approvals.
- To Supervise bridge inspection team completing annual inspections and reports.
- Review, audit, and make necessary changes to plans to resolve constructability issues in the field.
- Oversee progress and construction methods to ensure projects meet specifications. Make plan change decisions in the field to resolve construction issues.
- Maintain construction records; prepare change orders, partial payments and final project documentation.
- May perform duties specified for all engineering technicians.
- Supervise, coordinate and assist engineering technicians in office and field work related to: designing and developing construction plans, specifications and agreements; development of proposals and cost estimates; inspection of projects; surveying; plat review; public record research; public works records research; development of right of way plats and plans; responding to public inquiry; customer service and other public works projects.
- Review and recommend for approval all Ramsey County subdivision plats, registered land surveys, common interest community plats and declarations for compliance with Minnesota Statutes and Ramsey County Board approved guidelines.
- Assist and advise private sector land surveyors, attorneys and other real estate professionals in the development of subdivision plats, registered land surveys, declarations and legal descriptions.
- Assist the Examiner of Titles, Ramsey County with the review and drafting of legal descriptions for Torrens Court registration proceedings, directives, vacations and common interest community declarations.
- Perform complex legal research of federal, state, county and local survey and property records to determine right of way and property boundaries.
- Assist the State of Minnesota to development of right of way plats, graphic width orders and legal descriptions for right of way acquisitions.
- Coordinate with municipal staff regarding county right of way and land subdivision platting principles.
Qualifications:
Education:
High school graduation or equivalent and completion of a two-year vocational/technical program in drafting and engineering/survey technology, or comparable specialized training.
Experience:
Eight years experience as an engineering/survey technician, including 2 1/2 years of experience performing the tasks in the discipline to which the appointment is to be made.
